Minutes of the meeting of 4/30/12
Meeting Opened at: 9am
Select Board Members Present: Wayne Burkhart, Chairperson and Scott Jenssen
Also in attendance for parts of the meeting: Maggie Leonard for the Monterey News, Muriel Lazzarini, Josh Allentuck and Anne Marie Enoch
The board met with Police Chief, Gareth Backhaus’ regarding the following:
1. MVA on Harmon Rd. – speed related.
2. Abandoned 911 on Dowd Rd.
3. MVA at Main & Corashire Rd.
4. Suspicious activity off Art School Rd.
5. “Suspicious activity” on Blue Hill Rd.
6. Assisted New Marlborough with building checks from an alarm.
7. Complaint about a fire on Art School Rd – party was ordered to put fire out.
8. Building checks on Main Rd.
9. Compliant of erratic operation on Bidwell Rd.
10. Fire on the pole on Tyringham Rd.
11. Disabled MV across from Lake Garfield.
12. False alarms on Sylvan Rd., Main Rd.
13. Assisted GBPD at Eagleton School
14. Tree across road on Curtis Rd.
15 Complaint of a party on Mt Hunger Rd driving in the wrong lane.
16. A request was received from Berkshire Cycling Classic to pass through our town on May 6th; they will provide a certificate of insurance. They would like the Select Board, Police Chief and Fire Chief to acknowledge this is acceptable. A letter will be sent approving the ride from Tyringham Rd to River Rd.
17. Wayne asked Chief Backhaus to look at the rotting maples on Curtis Rd and to work with the Director of Operations and Tree Warden to determine if they are a safety issue or not.
Miscellaneous Select Board Items Reviewed:
1. The minutes from 4.23.12 were approved with one correction.
2. Josh Allentuck, Chair of the Parks Commission came in at the Board’s request to discuss the proposal for “Jamie’s Court”. Josh stated that this was the first time during his tenure on the Parks Commission that they have been asked to be a part of the process. The new proposal would require permission from the Conservation Commission. This proposal has moved the court so that it is all on the town’s land and it would be separated by a grassy strip as parking will not be allowed on this court. The existing court will be repaved; baskets removed and will be used for parking. M. Noe will check with Town Counsel to confirm that this project will fall under the procurement laws and to determine if there are any other issues to be aware of. The Parks
Commission supports this project. It was agreed that the Parks Commission will be the Town Representative/Agent for helping this project along and filing the necessary paperwork.
3. Mail was reviewed which included:
a. The Board signed the BVNA contract which was signed and approved by the Board of Health last week.
4. Warrants were signed.
5. Inter-Departmental Secretary’s weekly report reviewed.
6. Anne Marie Enoch came in to discuss the School Advisory Board/Task Force that the School Committee is putting together to compile a list of recommendations for Monterey representation.
7. The Board discussed with M. Noe where to get the food and drinks from for the Memorial Day festivities. It was agreed if necessary to purchase a membership to BJ’s. The Board also signed additional letters to participants of the parade.
8. The Board reviewed the town meeting warrant and recapped the informational meeting that took place on Friday in preparation for the annual town meeting this Saturday.
9. M. Noe reviewed the quotes received with the Board for creating a town flag for the State House. It was decided to use Brewer Banner. The Board asked for additional quotes on smaller flags which could be sold at Montereyfest.
10. Monterey’s current “black road policy” was discussed in relation to years past when we had a low salt usage policy and the possibility of having a committee look into our salt usage and changes that could be made without posing a safety issue. The Board agrees that before any committee were created that the Highway Department should come in and explain how and when they use salt to get a better understanding.
