Minutes of the meeting of 4/17/12
Meeting Opened at: 9am
Select Board Members Present: Wayne Burkhart, Chairperson and Scott Jenssen
Also in attendance for parts of the meeting: Muriel Lazzarini and Eric Montgomery
The board met with Police Chief, Gareth Backhaus’ weekly report for 3/28 - yesterday which included:
1. “Suspicious activity” reported on Blue Hill Rd.
2. Abandoned 911 on Main Rd – child playing with the phone.
3. False alarms on Main Rd (2).
4. Complaint of dirt bikes and atv’s racing back and forth on Hupi Rd
5. Suspicious activity reported on Beartown Mtn Rd; police could not locate anything.
6. Four dogs found and returned (one of which was a dog belonging to someone in New Marlborough).
7. Assisted with a section 12 on Gould Rd.
8. Summons served on Main Rd.
9. Assisted Gt. Barrington with traffic control during the fire on Division St.
10. Call inquiring about boat restrictions (size, etc) on Lake Garfield; currently there aren’t any. There is a wake zone restriction.
Miscellaneous Select Board Items Reviewed:
1. Mail was reviewed which included:
a. Letter of interest from Mary Makuc to be appointed as the ADA Coordinator. Don Torrico, Building Official recommends making this appointment. A motion was made to appoint Mary as the ADA Coordinator for a one year term thru June 30, 2013. The motion was seconded and approved unanimously.
b. Earth Removal Permit renewal request for Tryon Construction. A motion was made to approve the permit for the 2012 year. The motion was approved. Wayne recused himself as he is an employee of Gould Farm.
c. Updates from the Executive Office of Labor & Workforce Development regarding municipal unemployment issues.
d. Update from Senator owning on S.1664 An Act improving neighborhood solar and net metering in the Commonwealth and H.1776 An Act relatice to net metering.
e. Correspondence from the BRPC on Municipal Electricity Aggregation and Potential Cost Savings.
f. Letter from the Sheffield Board of Selectmen to the SBR School Committee with their concerns about the Ad Hoc subcommittee.
g. Letter from DEP on the availability of the 2012 Sustainable Materials Recovery Program (SMRP) Municipal Grant and the informational sessions being held to help communities fill out their applications.
h. Quarterly report from the Friends of Wilson McLaughlin House, Inc. which addressed the fundraising: capital campaign, community garden and construction estimates.
2. Wayne spoke with Linda Thorpe regarding the Cemetery and Town Clerk annual reports that have not been received to date – she has promised to have them to M. Noe by this afternoon. The Board agreed to have M. Noe go ahead and have the town report printed if the printer can have it ready before town meeting and if the missing reports for the Town Clerk and Cemetery Commission are not received by this afternoon the pages for those reports will state “Report not submitted”.
3. Eric Montgomery came in to speak with the Board about Fairview Rd. regarding the paving of the swales. Maynard spoke to Wayne last week that he is a bit reluctant to go forward with this for several reasons. Maynard was unable to attend today’s meeting as he is on vacation; the Board is reluctant to make any promises until they can speak further with Maynard and show him the pictures Mr. Montgomery provided.
4. Muriel suggested sending condolences to Ben Downing on the sudden loss of his brother from the people of Monterey. M. Noe will take care of this.
5. Warrants were signed.
6. Inter-Departmental Secretary’s weekly reports for the last 4 weeks were reviewed.
7. M. Forbes provided the Board with information on procurement and the prevailing wage rates to assist the WMH with their plans for a Community Center. The Board agreed it would be useful information for the FWMH and to forward it to Joe Baker.
8. Town flag: M. Noe provided the Board with some emails from various flag companies with our design options. It was decided to solicit quotes on a 4’ x 6’ single-sided, dye printed flag. M. Noe will do this and report back to the Board.
9. The Board asked M. Noe to send out the letters requesting participation in our Memorial Day parade this week.
10. The Board again discussed the need for a town credit card again or a solution to the postage issue M. Noe is having after an email request sent by M. Noe to the Accountant for a check needed ASAP was unable to be fulfilled as the Treasurer was away thus delaying the abutter notifications that need to be mailed. M. Noe summarized her email conversation with the Accountant which stated four things she found other towns do to help with this issue along with a request to the Treasurer and Accountant to come in and meet with M. Noe and the Board to come up with a solution to the problem that is agreeable to everyone. Muriel asked if the credit card proposed would only be for postage and M. Noe explained that the Director of Operations has also shown interest in this and that it would help his department
save a lot of money by being able to order items online which require a credit card but are at discounted prices. The Board asked M. Noe to find out if Staples sells postage as she already has a town credit card for there and to get more information from TD Banknorth on the prepaid card which is something that the Town of Otis is doing.
11. The Board asked M. Noe to add Steve Pullen to next week’s agenda and to ask him to bring an update on where we stand right now with free cash, salt & sand, etc.
12. Monterey School Study Committee: The Board asked if any interest has been received from Monterey residents joining it. Nothing has been received in writing to date but Wayne stated that he is aware that Mari Enoch is interested in being on it. There is a sub-committee to the school committee which will stipulate how the ad hoc committee will be formed and who can be on it with regards to studying the closing of the three outlying schools.
A motion was made and unanimously approved to adjourn the meeting at: 10:26am
