Monterey Select Board
Minutes of the meeting of 4/11/11

Meeting Opened at: 7:00pm
Select Board Members Present: Jonathan Sylbert, Chairperson, Wayne Burkhart and Scott Jenssen
Also in attendance for parts of the meeting:  Linda Thorpe (Town Clerk), Michael Storch (Finance Committee) and Adam Goodman

The board reviewed Director of Operations, Maynard Forbes’ weekly report for the week ending 4/9/11 which included:
1.  Checking roads.
2.  Cleaning culverts due to a beaver problem on Fairview Rd.
3.  Fix signs on Main Rd and Tyringham Rd.
4.  Load cover for OshKosh repaired.
5.  Hydraulic hose on OshKosh repaired.
6.  Repaired washes on Mt Hunger and Harmon Rds.
7.  Moved a tree on Sandisfield Rd left by National Grid.

M. Forbes responded to the Board’s inquires on the following:
1.  Plans for Beartown Mtn Rd.:  Depending on the Rt 23 project, they highway department will be replacing culverts and drainage on Beartown Mtn Rd this summer and replacing the large boiler tube from the dam.  Next summer we would reclaim sections of the road and repave it.
2.  Who pays the interest on the strap grant money to be borrowed: Maynard stated it would be a short term loan and we would be reimbursed quarterly from the State.  He stated the Treasurer could use free cash short term and not borrow at all.
3.  MIIA report on the buildings: The Select Board is responsible for getting the work done and the highway department can do the work where necessary.

The board reviewed Police Chief, Gareth Backhaus’ weekly report for 4/4-4/10/11 which included:
Calls:
1.  Call came in from NMPD regarding a B&E in Monterey on Pine St; ongoing investigation
2.  Disturbance reported on Main Rd.
3.  Assisted with a medical call on Main Rd
4.  Investigating a larceny on Hupi Rd.
5.  Rabid animal call on Mt. Hunger Rd.
6.  Party complaining of being harassed on Blue Hill Rd.; police investigated and found no evidence to support the complaint
7.  Missing persons reported on Swann Rd; lost parties were found

Miscellaneous Select Board Items Reviewed:
1.  The Board reviewed and made slight changes to the annual and special town meeting warrants.  Linda Thorpe, Town Clerk was present to witness the Board signing the special and annual town meeting warrants.
2.  The Board reopened the discussion on adding monies to the budget to install central a/c in the town hall.  It was suggested to call in CET to see if they had any options or additional assessments to help the town offices keep cool and efficient.  The Board was against adding the request to the budget this year.
3.  The minutes from 4.4.11 were approved as written.
4.  Warrants were signed.
5.  Inter-Departmental Secretary’s weekly report reviewed.  M. Noe reminded the Board that she will be out next week but available if needed.
6.  The Board will not meet next week as the Town Hall is closed for Patriot’s Day.
7.  Adam Goodman came in to report that he was able to install DSL at his residence on Blue Hill.
8.  The Board reviewed samples of transfer station stickers that would stick on the inside of the vehicle.  The Board wanted to think about this option more before making a final decision.
9.  Michael Storch asked about the status of the money for the dog park fencing.  The money is being held until it is approved and released by the Select Board or put on the warrant to return to free cash.  As of right now the town bylaws do not allow dogs in the park, there is a article on the town meeting warrant to amend this and since the ZBA did not approve the request to amend special permit 10-01, the proposed dog park is still not an allowed use at the WMH property.
10.  The Board discussed briefly the Monterey School and the effect of the article the SBRSD has requested be on the annual town meeting warrant.
11.  Scott asked about changing the Select Board meetings in the summer to 5pm until school starts again.  The Board will think about this.

A motion was made and unanimously approved to adjourn the meeting at: 8:22pm
