Monterey Select Board
Minutes of the meeting of 11/29/10
Meeting Opened at: 7:00pm
Select Board Members Present: Jonathan Sylbert, Chairperson, Wayne Burkhart, and Scott Jenssen
Also in attendance for parts of the meeting: Monica Webb
The board reviewed Police Chief, Gareth Backhaus’ weekly report for 11/23 – 11/25/10 which included:
1. Suspicious activity investigated on Mt Hunger Rd.
2. Tree across the wires on Fairview Rd
3. Investigated a missing person report – person was later found.
4. Assisted GBPD.
5. Well being checks on Brett Rd and Mt Hunger Rd
6. Complaint of a person illegally hunting on their property.
7. Arrest made from a motor vehicle stop; speeding and an open container.
Miscellaneous Select Board Items Reviewed:
1. The minutes from 11.22.10 were approved as amended.
2. Vendor warrants were signed.
a. The Board questioned the $1250.00 payment to the Fire Department from the Parks Commission for use of the pavilion from Nov – April. The Board will ask Shawn and Maynard about the history of this at next week’s meeting.
3. Inter-Departmental Secretary’s weekly report reviewed.
4. The Board approved the purchase of turkey gift cards for 12 employees. M. Noe will pick them up.
5. Jon has not heard back yet from Town Counsel on the Verizon issue. He will call again tomorrow.
6. Don Clawson informed Jon that the state has approved Monterey’s tax rate of 5.28 effective 11/24/10.
7. The Board discussed the ZBA hearing for January that will only have 4 eligible members to sit. The hearing can still be held, all 4 members will need to vote yes for the permit to pass.
8. The Board discussed options of who the FY10 town report can be dedicated to and who will write it.
9. Mail was reviewed which included:
a. A letter from Steve Pullen stating that he was only going to take 2 weeks off instead of 3 weeks since he realized any time he takes off causes concerns since there aren’t any backups for him or the Treasurer. The Board said he could take 3 weeks if he wanted.
10. Monica Webb, representing WiredWest came in to speak with the Board about the following:
a. Adding the following warrant article item to a special town meeting warrant: To see if the Town will vote to authorize the Board of Selectmen to take all necessary and appropriate action to establish and to maintain, in accordance with the provisions of Chapter 164 of the General Laws and in accordance with the rules, regulations and orders of the Department of Public Utilities and the Department of Telecommunications and Cable, a municipal lighting plant for all purposes allowable under the laws of the Commonwealth, including without limitation the operation of a telecommunications system and any related services, or to take any other action relative thereto. This is a binding article and 3 towns have passed this article already. This article will require; one at a special
and the 2nd at the annual town meeting. This does not require a hearing but a public information meeting (TBD) will be held prior to the special town meeting.
