Monterey Select Board
Minutes of the meeting of 9/21/09
Meeting Opened at: 4:00pm
Select Board Members Present: Scott Jenssen, Chairperson, Jon Sylbert and Wayne Burkhart (left at 5pm)
Also in attendance for parts of the meeting: Sue Protheroe for the Monterey News
The board met with Director of Operations, Maynard Forbes to review the following items:
1. Letters of Interest from engineering firms for the Route 23 paving project were received from which Maynard will review and report back to the board on:
a. Faust and O’Neil in W/ Springfield
b. Greenman & Pederson, Engineering & Construction in Stoneham
c. Kohler & Antonio in Holyoke
d. Pannoni & Associates in Andover
e. Foresight Land Services in Pittsfield
2. The Board discussed correspondence received regarding the culvert issue on Main Rd. The Board left instructions for Town Counsel to reply to the attorney’s letter.
The board met with Police Chief, Gareth Backhaus to review the following items:
1. Calls received from the last two weeks included:
a. Tree across Art School Rd.
b. Served a summons on Fox Hill Rd.
c. Two calls to Blue Hill Rd for suspicious activity; none found.
d. Report of a missing 12 foot long blow up boat from Beartown Mtn Rd.
e. Call to Gould Farm regarding a psychotic individual that showed up causing a situation, a BOLA was put into effect and he was later located in Stockbridge; the Chief was not aware of the outcome.
f. MVA on Tyringham Rd.
g. Assisted the Fire Department with a medical call on Pine St.
h. Assisted GBPD with traffic for the Josh Billings.
i. A walk in reported a large, serious dog walking down Tyringham Rd; no dog was found.
j. Ongoing investigation into an identity theft complaint.
k. Disturbance on Main Rd; a section 12 was done and the person was brought to BMC. Additional charges were brought against the individual and an emergency restraining order was put in effect.
l. Assisted GBPD with an alarm and medical call.
m. Lockout on Main Rd.
n. Loose cows in the vicinity of Eagleton; were gone when Police arrived.
o. Found kayak reported by Dale Duryea; inquiries should go directly to Dale as he wouldn’t release any information about the kayak to the Police.
p. Abandoned 911 call on Main Rd.
q. The phone company has installed the emergency phone line on the outside of the town hall. The Chief is ordering an ADA compliant call box ($325) which will be installed soon. When you pick up the receiver it will automatically call the 528-3211 police number which rings in the town hall and if no one is inside to answer, it goes to dispatch who then can contact emergency services.
r. The incident that occurred at Gould Farm about 3 weeks ago will be heading to the Grand Jury this week.
Miscellaneous Select Board Items Reviewed:
1. Warrants were signed.
2. Jon provided copies of the consolidation recommendations report to each Board member that were provided to him by Dr. Singleton at SBRSD.
3. Mail was reviewed.
4. S. Jenssen reported to the rest of the Board that the owner of the property next door to the Town Hall stated she is ok with giving the land from the culvert over for the proposed new basketball court but not with giving an extra 15 feet; this means that if the proposed basketball court is to be built it will need a variance through the ZBA.
5. The Board reviewed town counsel’s response and opinion regarding any work at the WMH and its need to go through the public bidding process. Case documents in support of his opinion were also provided. The Board instructed M. Noe to forward a copy to the Friends of Wilson McLaughlin House Committee.
6. Employee reviews will be continued until next week.
