Minutes of the meeting of 8/17/09

Meeting Opened at: 4:00pm
Select Board Members Present: Scott Jenssen, Chairperson and Wayne Burkhart
Also in attendance for parts of the meeting:  Will Marsh for the Monterey News, Michael Storch (Finance Committee), Maryellen Brown (Finance Committee), Barbara Gauthier (Town Accountant) and Fred Vorck

The board met with Police Chief, Gareth Backhaus to review the following items:
1.  Report back to July 21st:
a.  Tree across Main and Bidwell Rd; Highway Dept called to remove.
b.  MVA on Main Rd.; vehicle stuck on the side of road needed to be towed.
c.  False alarm on Sackman Way; set off by homeowner
d.  Lost yellow kayak on Lake Garfield (Point Rd); information regarding its whereabouts should be given to the Monterey Police Department.
e.  Complaint on Eaton Rd/Blue Hill Rd; dispute resolved.
f.  2 abandoned 911 calls on Gould Rd.; heavy rains appeared to be the issue.
g.  False alarm on Mt Hunger Rd
h.  Executed an arrest warrant (probation violation) on Fox Hill Rd.
i.  False alarm on Mt Hunger Rd set off by contractor.
j.  Assisted GBPD with an arrest; compative person.
k.  Assisted Fire Department with a CO detector on Fox Hill Rd.
l.  MVA hit and run in front of the Monterey General Store; damage incurred.
m.  Herded about 30 loose cows on Blue Hill Rd. and returned them to their owner.
n.  Complaint on Hupi Rd.
o.  MVA (car vs. deer) on Corashire Rd.
p.  Identity theft complaint; complainant was referred to NY Police where the incident occured.
q.  Death notification on Main Rd.
r.  Report of a canoe found; identify and claim.
s.  Responded to an assault on Gould Rd., party was arrested and will be charged.
t.  Complaint regarding a restraining order violation.
2.  The Board asked if radar was being done on Corashire Rd since the traffic has increased due to the River Rd. closure.  Chief Backhaus confirmed that there have been complaints about speeding and Police are aware and taking note.
3.  Boat ramp was quiet over the weekend; ramp was opened on Friday and the State provided a monitor for Saturday.

The board met with Inter-Departmental Secretary, Melissa Noe to review the following items:
1.  Weekly report was reviewed.

The board met with Town Accountant, Barbara Gauthier and Michael Storch and Maryellen Brown of the Finance Committee to review the following items:
1.  Warrants were signed.
2.  The following FY09 appropriation transfers were reviewed and signed by the Board and Finance Committee members as required:
a.  Assessors Expenses to Assessors Computer $26
b.  Town Clerk Exp. to Election Expense Registration $315.43 and $1
c.  Planning Board Clerk to Planning Board Expense $242.06
d.  Printing & Stationary to Town Office $2,377.50 (this amount was questioned and B. Gauthier explained that it is due to overages on oil and lights, etc)
     e.  Full Time Officer to Police Expenses $438.92 and Police Rental Facility $100.00
     f.  Hwy Maintenance to Hwy 2 Compensation $0.04
g.  Supplies & Fuel to Overtime $6,459.81
     h.  Cemetery Lawn to Cemetery Maintenance $43.00
     i.  Library to Library Maintenance $25.04
     j.  Parks Committee to Parks Lawn maintenance $378.20 and
     k.  Parks Committee to Parks Committee Enc. $292.00
3.  Reserve fund transfers totaling $14,274.23 (out of $30,000) were signed by the Finance Committee.

Miscellaneous Select Board Items Reviewed:
1.  The Board agreed to proclaim October 3, 2009 Gige O’Connell day.
2.  Fred Vorck came in to discuss the following with the Board:
a.  He was surprised to see the ramp open earlier than the agreed upon date.  S. Jenssen stated that the reason it was opened early was the state provided the cease and desist order and promised monitors (an EPO and state monitor were promised by Mary Griffin of DCR to be there Saturday and Sunday). Fred stated monitors were there on Saturday but not on Sunday.  He found it silly that there were 2 people on Saturday and none on Sunday.
b.  Fred asked the state for a waterproof container to hold the pamphlets that are being distributed.  S. Jenssen stated that these pamphlets are also supposed to be in areas that boaters would go (supply shops, gas stations, etc).  Fred also asked for an additional zebra mussel information sign.
c.  The Stockbridge boat wash is still 10 days to 2 weeks away according to Fred and an article in the Berkshire Eagle today.
d.  Questions were raised about the sea planes that land; who is questioning and certifying them as to what lakes they were last in?
e.  Scott is going to contact Mary Griffin head of the DCR regarding all of the issues raised today.
3.  The minutes from 8/10/09 were approved as written.
4.  A one day special event permit was granted to the Monterey Cultural Council to serve wine at their September 4th event.  Wine will be supplied by the Monterey General Store.
5.  The 2 letters received regarding the FY10 transfer station sticker fees were reviewed and the response given to past inquiries regarding the new fees will be sent to these residents.

A motion was made and unanimously approved to adjourn the meeting at: 5:15pm
