Minutes of the meeting of 10/20/08

Meeting Opened at: 4:00pm
Select Board Members Present: Wayne Burkhart, Chairperson, Scott Jenssen and Jon Sylbert
Also in attendance for parts of the meeting:  Sue Protheroe for the Monterey News and John Campetti of Foresight Land Services

The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
  • Costs for maintaining Fairview Rd were provided to the Board.  Costs for the highway crew were not included in this but after some discussion the Board requested that it be added because the crew could be working on other issues in Town if they didn’t have to keep repairing Fairview Rd after storms.  M. Forbes was asked to bring copies of the engineered study for the Board to review that had been done previously on Fairview Rd.  The meeting next week is just to discuss the options available, any decisions that will need to be made will go to a Town Meeting vote.  It was discussed that monetarily the best decision seems to be to pave Fairview Rd but there is a lot of opposition against this.
  • J. Sylbert asked at what point do you say let’s take a road down to the lowest pothole point and redo the road so that we aren’t continually repairing/patching potholes?  M. Forbes stated that when you regrade you are grading down to the existing pothole and then add gravel and such.  Anything that makes an impression in the road and then fills with water will start the process of a pothole.
  • The Highway Department has started receiving deliveries of salt.
  • There are a few spots to be edged on Curtis Rd still.
  • Maynard received a notice from the EPA regarding the multi sector general permit (permit to pollute) applied for by Monterey.  They state that there is a new permit process now; M. Forbes will apply online to renew as ours expired in 2005.
  • Drawdown has begun; the first day the gate was opened 6 inches and the next it was opened up to 12 inches and then the following day it was opened up to 24 inches, the level states that 23 inches have been drained as of today.
The board met with Police Chief, Gareth Backhaus to review the following items:
  • Suspicious activity reported on a driveway off of Main Rd, vehicle was gone when Police arrived.
  • 2 false alarms – one on Main Rd and one on Hupi Rd.
  • Report of stolen jewelry at a house on Fairview Rd; it doesn’t appear to have happened during a break in but rather from a person that was house-sitting.
  • There was a check with the probation department regarding a person on Brett Rd that is under house arrest; the electronic device had gone off signaling the person left the house.  Police responded but did not find the gentleman; a warrant has been issued.
  • Assisted with a lockout at the Post Office.
  • Picked up a stray dog on Mt Hunger Rd which belonged to someone in North Adams; dog was brought to Marge Gulick’s.
  • Abandoned 911 call at Gould Rd.
  • A contractor made a report that he had some tools stolen from a house he’s working on at Woodland Dr.
  • Two additional speed trailers/posts have been purchased through the Community Policing Grant money.  There have been several positive comments about the one we currently own as well as many requests for it to be placed in other spots around town; the additional 2 being purchased should help with that.
The board met with Inter-Departmental Secretary, Melissa Noe to review the following items:
  • Weekly reports for previous 2 weeks were reviewed.
  • M. Noe reminded the Board that she will be at an educational conference on Thursday, October 22nd all day.
Miscellaneous Select Board Items Reviewed:
  • The minutes from 10.6.08 were approved as written.
  • The Board asked the Monterey News to correct the statement in the October issued that said that the Affordable Housing committee was appointed.  The creation of the committee was approved by the Board however members have not been appointed to date, the Board is waiting on a list of names and mailing addresses of the people interested in being on the committee.
  • John Campetti of Foresight Land Services came in to review the data found to date regarding the Town Beach survey.  John stated that his office has made some headway but that unfortunately they are not 100% done yet.  Foresight is still waiting on a copy of a map from the State from the 1940’s.
  • The agenda for the eight-town meeting scheduled for Wednesday, October 22nd at the Mason Library in Gt. Barrington at 7pm was discussed and the Board decided that it’s best to appoint one member of the Board as a spokesperson for Monterey.  Scott Jenssen nominated Jon Sylbert as Monterey’s representative which was seconded by Wayne Burkhart.  The motion carried.  Monterey also agreed that the meeting would be posted for Monterey through our Clerk’s office.
A motion was made and unanimously approved to adjourn the meeting at: 6:13pm
