Monterey Select Board
Minutes of the meeting of 7/21/08

Meeting Opened at: 4:00pm
Select Board Members Present: Wayne Burkhart, Chairperson, Scott Jenssen (arrived at 4:10pm) and Jon Sylbert
Also in attendance for parts of the meeting:  Sue Protheroe for the Monterey News, Representative from Bart Truck Equipment, Representative from Howard P. Fairfield, Inc., Michael Storch, Nancy Nylen from CET, Ray Tryon and Paul Gelbard

4pm-4:10pm: Bid Opening, Truck Equipment.  The legal notice was read and the following bids were received from:
·       Bart Truck Equipment: $67,413.00 total
·       Howard P. Fairfield, Inc: $73,878.00 total
M. Forbes will review the bids received to make sure that each one meets the bid specifications and will give the Board his recommendation at next week’s meeting.

The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1.      M. Forbes informed the Board that there were 3 bidders this year for gasoline and Brown Oil was the lowest bidder.
2.      Salt shed issue: J. Sylbert and M. Forbes have been in touch with Smitty Pignatelli and Ben Downing’s offices.  The amendment for Monterey was rejected and M. Forbes noted that there were mistakes in the way our bill was written and this may be why; one being that it stated this was for a replacement salt shed when in fact it is for a new salt shed.  The Town is being urged to write to the 6 members of the newly formed committee who will be making a decision on the transportation bond bill this week.    Letters were written to each member of the committee and will be faxed/mailed and emailed tomorrow.
3.      Trees/Storm; M. Forbes stated that Monterey didn’t get hit badly from the storms this weekend; there was one downed tree that the Police Department took care of.
4.      River Rd:  M. Forbes had been under the impression that New Marlborough was supposed to take care of putting signs up stating that the road was closed but because of complaints from some Monterey residents, Monterey ordered some “Road Closed” signs.  M. Forbes is going to submit the bill for the signs to New Marlborough for reimbursement.
5.      “Slow” and “Stop Ahead” signs for Tyringham Rd: M. Forbes stated that there has always been a “stop ahead” sign there and there isn’t a need to order anymore.
6.      S. Jenssen suggested that the Board should perform annual reviews for the Transfer Station attendant like is done for Town employees but the rest of the Board and M. Forbes stated that we couldn’t do this since he wasn’t a direct employee of the Town and that any complaints or problems that need to be addressed would need to be brought to the attention of the Master Garbologist.
7.      Nancy Nylen of CET came in to discuss the following with the Board and M. Forbes:
a.      Potential solar project/clean energy choice program.  Monterey would like to use their credits towards solar panels on the highway garage.  There was some confusion as to why the money earned which was allocated for the solar panels was used by the Parks Commission toward the Big Belly trash Compactors.  The Select Board had been under the impression that the grant the Parks Department was using was coming from another source since when they presented it to the Board the Parks Department stated it was a grant they had found.  The file was pulled and it was confirmed that it was the Clean Energy grant which funded the Big Bellies.  Since the name CET hadn’t been mentioned with the Clean Energy grant, this may have been the reason for the confusion.
b.      Commonwealth solar program: Nancy informed the board there are rebates available on a 2k system for municipal buildings.
c.      Nancy noted that when you sign up for the Green Up program (http://www.masstech.org/CleanEnergyOrg/index.htm ) the additional monies paid are tax deductible.  The Monterey News reporter is going to get the information on the program and post it in the Monterey News so that interested citizens can sign up for the program which earns the Town credits towards projects like the solar panels.
d.      The Board expressed their official intention to move forward with the solar project.  M. Forbes and N. Nylen will be working together on getting the bids and moving the project forward.

The board met with Inter-Departmental Secretary, Melissa Noe to review the following items:
1.      Weekly report was reviewed.
2.      M. Noe reminded the Board about the Blood Drive the Board of Health is sponsoring tomorrow (7/22/08) and because she will be assisting she is going to work 10:30-6:30 instead of 8-4, the Board approved this unanimously.  She will put a sign on the door.

Miscellaneous Select Board Items Reviewed:
1.      The minutes from 7.14.08 were approved as written.
2.      Mail was reviewed.
3.      Michael Storch confirmed that the Board received his 2nd email regarding the research done on a less expensive pay phone for the beach at Lake Garfield.  The Board has received it and will investigate the situation.
4.      Paul Gelbard, resident of Point Rd came in to discuss the following with the Board:
a.      Correspondence sent to the Building Department regarding a building project at the Brown residence on Point Rd and the response from the Building Department.  Mr. Gelbard didn’t understand the Building Inspector’s response nor why he needed to make an appointment with the Inspector to view the building department files.  The Board tried to explain what D. Torrico was trying to convey in his letter and suggested that Mr. Gelbard schedule an appointment with the Building Inspector to review the file and ask any questions he may have of D. Torrico at the same time.
5.      J. Sylbert is going to speak with D. Mielke about a potential meeting with the Interim Superintendent on August 12th from 5pm – 6pm, if this date works an official invite will be sent next week.

A motion was made and unanimously approved to adjourn the meeting at: 6:10pm
