Monterey Select Board
Minutes of the meeting of 1/7/08
Meeting Opened at: 8:30am
Select Board Members Present: Jonathan Sylbert, Chairperson, Wayne Burkhart and Scott Jenssen
Also in attendance for parts of the meeting: Michael Storch, Hugh Campbell of Massamont Insurance
The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1. Weekly report was reviewed.
2. The highway department was having difficulty getting salt deliveries, after several calls a delivery was made.
3. The Board asked M. Forbes about the status of the County Maps from Foresight and M. Forbes said that there weren’t any that were useful. M. Forbes thought that W. Burkhart was going to contact Mr. Galvoni, a former County Surveyor about copies he supposedly has. The Board asked M. Noe to contact Representative Smitty Pignatelli for Mr. Galvoni’s contact info and then contact him to get copies of the maps (Smitty originally gave us Mr. Galvoni’s name as a possible source for the maps).
The board met with Fire Chief, Ray Tryon and reviewed the following items:
1. R. Tryon asked the Board to have M. Noe send out a false alarm letter to the residents of 216 Main Rd for a false fire alarm that occurred over the weekend.
The board met with Police Chief, Gareth Backhaus to review the following items:
1. MVA on Gould Rd.
2. False Alarms on Tyringham Rd, Wellman Rd.
3. Assisted with a medical call on Main Rd.
4. Assisted the Fire Department with a fire alarm on Main Rd.
5. Complaint on New Marlboro Rd of someone burning plastic.
6. Officer Martin has completed his training and will begin working regular shifts this week.
7. The cruiser is being dropped off tonight to get a new rebuilt transmission installed. The first one installed had a defect to it.
8. J. Sylbert asked about the speed trailer and how it was working in the winter months. G. Backhaus stated that it is being garaged for the winter months so that it doesn’t get damaged due to the winter weather road conditions.
Miscellaneous Select Board Items Reviewed:
1. The minutes from 12.31.07 were approved as written.
2. A request from the Southern Berkshire Emergency Management Planning Committee for $500.00 to hire a secretary was reviewed (each Southern Berkshire Town is being asked for the same donation). The request is going to be forward to the Emergency Manager for his recommendation.
3. M. Storch provided the Board with a copy of the cell phone service article in the Berkshire Eagle. He feels that the Board can contact the powers that be as a whole with surrounding town boards to pressure Verizon to provide service to all towns.
4. W. Burkhart has an interested party for the Broadband Committee; he was given the committee’s contact info to send a letter of interest.
5. The Board filled out the nomination papers for the 2008 Unsung Heroine Award.
6. The Board discussed in great detail the opening of the investigation of the Town Clerk’s office and unanimously agreed that if the Town Clerk were to improve her cooperation in her work with other boards or officials and admit to misrepresenting M. Noe’s character, that the Board would not proceed with the investigation. Two Select Board members are going to meet with her during her posted hours this week.
7. Hugh Campbell from Massamont Insurance came in to speak with the Board. They are the alternative to MIIA for property and casualty insurance. The Board checked with the Town Accountant and confirmed that a new contract has not been signed nor has a quote been received from MIIA yet. Hugh Campbell was asking the Board to go through a competitive process and go to bid for their insurance needs. Hugh admitted that most of their business is in the southeastern portion of the state. The Board will contact Pat Mielke, the Town Treasurer to let her know that Hugh is looking to submit a quote.
8. The warrants were signed.
A motion was made and unanimously approved to adjourn the meeting at: 11:45am
