Monterey Select Board
Minutes of the meeting of 12/17/07
Meeting Opened at: 8:30am
Select Board Members Present: Jonathan Sylbert, Chairperson, Wayne Burkhart and Scott Jenssen
Also in attendance for parts of the meeting: Michael Storch, Raymond Tryon, Kathleen Wasiuk
The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1. Weekly report was reviewed.
2. S. Jenssen asked why the salt being put down on the road was green; M. Forbes stated it’s just a coloring agent added by the vendor so you can see where it’s been spread.
3. The Board commended the crew on the job well done on the roads during the recent storms.
The board met with Fire Chief, Ray Tryon and reviewed the following items:
1. Discussions about the emergency phone at the beach; R. Tryon stated that the Fire Department is going to request a phone at the skating rink for the winter months.
2. False alarms: R. Tyron has been giving this a lot of thought since there was a call this weekend that required the Fire Department to make a forcible entry. R. Tryon asked that the current Town Regulations regarding alarms be torn up and that new regulations be created that would require that the alarms be registered with the Town with a small fee. M. Noe stated that this is already being done and a list of alarms registered in Monterey with the emergency contact numbers is being kept and copies of the list are given to M. Forbes and Chief Backhaus. R. Tryon questioned who would be liable if the Fire Department has to break in and then can
not lock up the house when they leave. R. Tryon doesn’t feel that there should be a false alarm fine but if an alarm was not registered with the town and a call was made to the house then the Town could fine the owner for not registering their alarm system. A copy of the 2007 active alarm permits report was given to R. Tryon. (2008 Alarm Permit applications need to be turned into the Town by January 15, 2008)
The board met with Police Chief, Gareth Backhaus to review the following items:
1. Abandoned 911 call on Point Rd – misdialed number from a fax machine.
2. Two vehicles stuck on Main Rd that needed assistance.
3. There have been several issues recently with tractor trailers getting stuck on Beartown Mtn Rd (at the other side of Brett Rd). The person in charge of doing the logging has been informed that if this can’t be resolved it will be shut down for the winter.
4. False alarm on Steven’s Lake Way.
5. Threatening note on found in a mailbox on Blue Hill Rd. by the newspaper carrier.
The board met with Town Accountant, Barbara Gauthier to review the following items:
1. B. Gauthier asked if the Town needed to go to a special town meeting to ask permission to spend the pothole money, the Board stated we did not.
2. Warrants were signed.
Miscellaneous Select Board Items Reviewed:
1. M. Storch presented his research regarding outdoor phones to put at the Town Beach to replace the Verizon payphone.
2. M. Storch, member of the Broadband Committee showed the board a copy of the broadband survey that is going to be sent out to Monterey residents.
3. The minutes from 12.10.07 were approved as written.
4. Reminder: the Town Hall will be closed on Monday, December 24th and Tuesday, December 25th for the holiday, the Board will not be meeting. The Board will meet again on Monday, December 31st.
5. Mail was reviewed.
6. The Board approved a memo to be sent to all the departments that have not yet submitted their FY07 town report. Those not received by January 15th, 2008 will have a page in the Town Report that states “Report not submitted”
7. The Board discussed Monterey’s involvement in the SBRSD and reviewed the letter written last spring by the school committee.
8. K. Wasiuk came in to discuss the following with the Board and R. Tryon:
a. Incorrect statements made by R. Tryon at the 11/19/07 Select Board meeting regarding Elephant Rock Rd and Woodland Drive. K. Wasiuk stated she is the President of the Elephant Rock Rd association. K. Wasiuk stated that the electric company pruned the trees there recently and there have been several large trucks that have gone down there recently. K. Wasiuk stated that the association goes beyond the tennis courts (it stops at the Walker’s, the A-frame). The residents on Woodland Dr are involved in the conversations regarding updating the road beyond where the association ends but there are still some residents on that road that don’t want to be a part of the repairs. R. Tryon stated that if a lot of money had been put into improving that road he was unable to see it. R. Tryon stated that the problem is the Hemlocks on the side of the road (especially if there is an ice storm which would weigh down the branches). R. Tryon is going to meet with K. Wasiuk in the spring
to go over what is needed from the Fire Department’s perspective.
9. The Board reviewed the letter to be sent out to all Boards regarding the investigation that is being opened of the Town Clerk’s office, the Board is waiting on a response from Town Counsel regarding his availability and the subpoena process.
10. The Board adjourned early to host a holiday appreciation dessert gathering with the Town Employees.
