Monterey Select Board
Minutes of the meeting of 7/23/07

Meeting Opened at: 8:30am
Select Board Members Present: Wayne Burkhart and Scott Jenssen
Also in attendance:  Deborah Mielke of the Monterey News

The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1.      Weekly report reviewed.
2.      August 7-8 reclaiming Sandisfield Rd, paving to occur the following week.
3.      Test borings were done on Friday at the garage for the salt shed.
4.      Lake Garfield Dam is being inspected next week.  The State requires this to be done every two years at the town’s expense.
5.      Email from the Parks Department stating that the changing of the light is the Select Board responsibility was discussed; the Parks Department states that the whole mechanism from the timer up needs to be fixed.  M. Forbes expressed concern as to where the money for the project would be coming from (which department’s budget) as his budget is spoken for.  B. Gauthier was consulted and she stated that there was money left over in the Parks Department’s budget from last year that can be carried over in addition to some money available in the town hall budget.
6.      W. Burkhart updated the board on the Wilson McLaughlin House Committee meeting regarding the future of the building, land and its potential uses.  The committee did not feel they were ready at this time to raise funds for a Community Center due to a lack of support.  Town Counsel will be contacted to find out when he filed the probate action.
7.      R. Sheridan asked about the Town’s intentions with the Training Center/Fire Tower.   Mr. Sheridan feels that this project would have a detrimental effect on his property as the pavilion project did.  The Board referred Mr. Sheridan to the Parks Department, Conservation Commission and Fire Department with any questions he might have at this moment.

The board met with Building Inspector, Donald Torrico and reviewed the following items:
1.      Response from Town Counsel regarding Gould Farm project was discussed briefly.  When J. Sylbert returns next week it will be discussed further.
2.      D. Torrico provided the board with a letter stating that Town Counsel had determined that the proposal to construct a training facility at the Fire Department would be a matter of right.  This does not mean that they wouldn’t still have to file with other necessary board such as the Conservation Commission; it just means that they would not need to file for a special permit.  Plans have not yet been submitted.
3.      D. Torrico will not have office hours on Monday, August 6th, for continuing education.

The board met with Police Chief, Gareth Backhaus to review the following items:
1.      Complaint of a loose dog on Pixley Rd dragging his leash – dog couldn’t be found.
2.      False alarms at Beartown Mtn Rd., Swan Rd., Sylvan Rd.  Chief Backhaus thought that the increase in false alarms might be due to lack of maintenance on the systems and sensors.
3.      Disabled MV on Mt Hunger Rd – vehicle was towed.
4.      Well being check.
5.      Beeping sound reported – determined it was a malfunctioning alarm system.
6.      Section 12 – transported to Pittsfield.
7.      Complaint of people fishing off the boat ramp at Lake Buel – they were asked to leave
8.      MVA on Hupi Rd – party left the scene, but was later found because her purse had fallen out of the car.
9.      Chief Backhaus will be contacting the applicants this week for preliminary interviews to be held at next week’s Select Board meeting.

The board met with Town Accountant, Barbara Gauthier to review the following items:
1.      Town Warrants were signed.

Miscellaneous Select Board Items Reviewed:
1.      B. Puntin reported on Saturday’s Boat Ramp Committee meeting; they met for 2 hours and it was very productive.  There appears to be 4 lots that are viable options as well as some existing options that may be sufficient.  The committee is waiting on the state’s access board regulations.  B. Puntin will provide M. Noe with the minutes for the town website once the committee has had a chance to review them.
2.      The Board signed the FY08 Foundation Reserve Application for available pothole funds with regards to the regional school district budget.
3.      M. Storch brought in an article about the dying maple trees for the Board to review.
4.      The one-day beer, wine and food service permit for the Monterey Fire Company’s Steak Roast was signed by the Board.
5.      Deborah Mielke asked if the Board knew what the figure would be from the pothole fund.  J. Sylbert has been the major player in these discussions and might be able to answer better when he returns next week.
6.      Fred Vorck came in to try and get reimbursement on a claim; a town tree on Rt 23 fell right at him and in the process of trying to avoid it damage was done from brush on the side of the road.  He provided copies of the police report and bills associated with fixing the damages.  The Board will pass them along to P. Mielke, Treasurer who handles the town insurance.
7.      Mail was reviewed.
