Minutes of the meeting of 10/16/06
Meeting Opened at: 8:30am
Select Board Members Present: Michael Storch, Chairperson, Jonathan Sylbert, and Wayne Burkhart
Also in attendance for the meeting: Maggie Leonard for the Monterey News
The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1. No heat in the town hall this morning: Lipton was called on Friday about the status of the oil, today the oil tank was empty; delivery is coming this morning. After the oil was delivered the furnace would not fire, M. Forbes.
2. Gennari will be coming to fix the heating issues in the town hall: moving baseboards in meeting room and fixing the inconsistent heat in the town offices (thermostat will be moved to see if the other offices get warmer).
3. Bally Gally: everything was done except for the carpet which will be installed on Tuesday.
4. Started opening up the dam this morning.
5. Concrete pouring is starting today at the bridge.
6. Truck Bid update: The truck ordered in July. Chevy had said it would be done originally in September and then they said March of 2007 and now they are saying December.
7. Fairview Rd: still waiting on the excavators, being told another week or two.
8. Balance beam to be moved from the highway garage to the schoolhouse.
9. Drainage has been resolved with the driveway being installed on Mt Hunger Rd.
10. Catch basins are being marked so when it snows they will be able to locate them.
11. Hook and eye to hold open the meeting room door will be installed once the door is moved.
The board met with Building Inspector, Donald Torrico and reviewed the following items:
1. Performed an inspection of the school last week.
2. Letter to the Fire Dept regarding a Fire Tower Training Facility: it’s in the RA zone and is by right, it will be located to the right of the pavilion
3. Letter to a parcel owner on Pine Street/West Rd: pre-existing non-conforming lots that have the right to build there.
4. Letter to a property on Bidwell Rd: regarding setbacks and 10ft of property that was given to a neighbor that affected her rights for a building lot, she can apply for a variance.
5. There are 2-3 new home projects that are hoping to get started before snow fall.
6. Private water supply in Monterey that provides to 68 structures has not had any electrical or plumbing inspections and did not apply for a building department. D. Torrico has mentioned this to several of the board members. The old pump house will need to be demolished and a permit was never applied for to build the new pump house and to D. Torrico’s knowledge that has not been any electrical or plumbing inspections performed by local inspectors. J. Sylbert will talk to M. Makuc. W. Burkhart expressed that he does not feel that they need a permit. While the meeting was taking place, the builder for the Monterey Water Company
came in with a building permit application.
The board met with Inter-Departmental Secretary, Melissa Noe to review the following items:
1. Procurement Officer Position and advice from Town Counsel was reviewed and discussed. The difference between RFP’s and IFB’s will be reviewed: Town Counsel advised that a CPO is not needed but you will not be allowed to write RFP’s.
2. M. Noe asked for permission to take the day after Thanksgiving off and the board approved it.

Miscellaneous Select Board Items Reviewed:
1. Police Chief is at a conference today in Pittsfield.
2. A letter that was found in some older files that was written to the Town Clerk in 2000 from a previous Select Board requesting that the clerk work in the Town Offices since all of the documents and computers were located here was read aloud and reviewed. It should be noted that this is still an ongoing request from the current board.
3. Town Hall garbage pickup: D. Soucy, Transfer Station attendant advised M. Storch that he will not pick up the garbage any longer after December because it is not worth it. C&C Disposal Company was contacted and will pick up garbage 1/week and provide a 90-gallon container for $32/month.
4. Kinne’s Grove has gone on the market and is under contract but still being shown. If this were turned into a private residence, everyone that uses it to put his or her boats in the lake would lose that boat ramp. The town would like to take this opportunity to ask for the State’s help to obtain a boat ramp. J. Sylbert suggested having a public meeting to inform the residents and a letter of intent was written and sent to William Brockman Real Estate and cc’ing Corashire Realty and John Pedersen.
5. On November 5th the Kiwanis Club of Sheffield will be cleaning 2 miles of road as a community service project. The project will begin on the flats and continue to Brett Rd.
6. Chris from Valley Communications in Springfield presented a new phone system presentation. They work with several surrounding town buildings. Our current system is archaic in many respects. Chris reviewed what his phone proposal could handle. They are on the state contract.
7. Members of the Planning Board came in to discuss the process for legal reviews and legal opinions of plans submitted to the Planning Board. Is there a procedure to get a second opinion if the town has already received an opinion from Town Counsel. The board advised the members of the planning board to use the money in their budget if they felt the need to get an additional opinion from a land use attorney or other specialized attorney. The board also recommended using BRPC and their land use advisors, which would be free of charge.
8. B. Puntin came in to discuss the traffic and speeding issues on Tyringham Rd and Rt. 23 asking for more police presence to watch these areas as it’s become very dangerous. J. Sylbert mentioned that there were grants for installing sidewalks that might want to be researched.
9. Tom and Dave from DT Systems came in to give a presentation for a new phone system.
10. C. Mielke came in to discuss the School Committee meeting that took place on October 12th.
11. The minutes from 9.25.06 and 10.2.06 were approved as written.
