MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF APRIL 10, 2006

The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michèle Miller (Chair), Michael Storch, and Jonathan Sylbert all present.

In attendance for the meeting: Laurily Epstein of the Monterey News; Town Secretary Melissa Noe

·       The Board met with Director of Operations Maynard Forbes to review Highway Department items.

o       Budget items: Sale of 2000 Ford 550 truck; raise Machinery and Tools Account; raise tree removal budget; Special Article for Bally Gally maintenance

·       The Board met with Chief Gareth Backhaus to review Police Department items.

·       The Board met with Building Commissioner Don Torrico to review building department items.

·       Leroy Thorpe, chair of the Parks Commission, met with the Board to discuss the separation of Lawn Maintenance from the regular Park Commission budget line item. Sylbert explained the legal issue that led to such separation, and Town Accountant Barbara Gauthier assured Thorpe that the change would not affect the management of Parks Commission finances in any way.

·       The Board met with Finance Committee members Dan Moriarty and Debra Mielke and Town Accountant Barbara Gauthier to finalize budget items. Sylbert recommended that because of the ballot vote on a $300,000 override, all department budgets be level-funded (except where necessary) and that any requests for raises be made at the Town Meeting. Miller and Storch disagreed with the proposal.

·       The Board met with Planning Board members Maggie Leonard (chair), Wayne Burkhart and Janet Cathcart to discuss the special article to amend the Town’s zoning bylaws. The Planning Board agreed to the changes in the article’s wording recommended by Town Counsel.   

·       The Board announced that the Town will celebrate Earth Day on Saturday, April 22, 2006, with a Town cleanup from 9 a.m. to 12 noon. Groups will meet at the Firehouse pavilion at 9 a.m., rain or shine, and will collect trash along roadsides. Hot dogs and refreshments will follow at the pavilion. Participants are reminded to wear gloves and comfortable shoes. All children must be supervised.

·       Michèle Miller left the meeting at 11:30 a.m. in order to meet with Operations Director Maynard Forbes.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of April 3, 2006, were approved as corrected.

·       It was unanimously voted that the meeting be adjourned (12:15 p.m.).
