MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF NOVEMBER 21, 2005


The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michèle Miller (Chair), Michael Storch, and Jonathan Sylbert all present.

·       The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:

o       Driveway on Harmon Road: Forbes will make an onsite inspection of the reported problem with Miller
o       Transfer Station: Proper disposal of florescent
o       Meeting with FEMA: September storm damage reimbursement (filing deadline: Jan. 13, 2006)
o       Utility company tree cutting: Tamarack
o       Library fence: Appropriate fencing style
o       Fairview Road: Miller and Forbes review

·       The Board met with Chief Gareth Backhaus to review Police Department items.

·       The Board met with Building Commissioner Don Torrico to review building items, as follows:

o       Gould Farm: Fire alarm drill
o       Inspections
o       Record of hours: To be submitted
o       Town Hall basement improvements: Telephone line, lighting

·       Janet Cathcart of Friends of Lake Garfield submitted a proposal to hire consulting services for monitoring and managing weed problems in Lake Garfield and the annual lake drawdown; Cathcart asked the Board to attend the next meeting of the Conservation Commission in this regard, scheduled for Monday, December 12, at 6 p.m. In other business, Cathcart addressed the question of Town funding for the annual Lakefest celebration. Cathcart requested that two articles be placed on the Warrant for the Annual Town Meeting in May 2006 to appropriate $500 for Purple Loosestrife control in Brewer Pond and $2500 to carry on LakeFest for the summer of 2006.

·       The Board met with Town Secretary Melissa Noe to review Town Office items, as follows:

o       Monterey General Store: Renewal of package store license
o       Town Secretary computer: Permission for purchase

·       Town Clerk Barbara Swann was contacted by telephone regarding the necessity for registering the Town’s Agricultural Commission with the State; the matter was tabled
pending a return call from the Department of Agriculture. In another matter, Swann advised that she has ordered the state handbook for agricultural commissions.

·       Ray Tryon was present to discuss questions relating to subdivisions and building development in Town. The Board discussed the Planning Board hearing and proposals relating to accessory dwelling units (ADUs).

·       The Board noted for the record that the following property owners have received Interim Approval from the Department of Environmental Protection (DEP) under the Chapter 91 Waterways Amnesty Authorization to maintain a dock on Lake Garfield or Lake Buel:

·       Highway and Treasury Warrants were signed.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of November 14, 2005, were approved as written.

·       It was unanimously voted that the meeting be adjourned (11:50 a.m.).
