MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JUNE 6, 2005
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michael Storch and Jonathan Sylbert present. In the absence of Michèle Miller, Michael Storch was Acting Chair.
In attendance for the meeting: Laurily Epstein of the Monterey News
· The Board met with Building Commissioner Don Torrico to review building items, as follows:
o Erin Leavitt property on Worth Lane
· The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:
o EPA compliance on storage of salt and sand: Construction of new salt shed
o Destruction of Town signs
· The Board met with Chief Gareth Backhaus to review Police Department items, as follows:
o Transformer failure on Hupi Road
o Hiring of a new part-time police officer: The Board will conduct an interview with the applicant on Monday, June 13, at 8:15 a.m.
o Citizen altercation: Richard Tryon was present to complain about an incident that occurred with the police chief; the Board asked that in the future, Tryon make complaint directly to the Board at a public meeting or in writing rather than to the police chief
· The Board met with Network Administrator Del Rogers to discuss several items relating to the Town’s computer system:
o Overhaul of the Town’s computer system, including installation of new server
o Computer training for Town personnel
o Daily computer backup tape
o Audit: Board requested that Rogers prepare a detailed audit of all Town computers, both hardware and software, and a plan for connecting the various departments
o Assessor computer needs: Board of Assessors chair Stanley Ross was present to outline Assessor requirements
o Preparation of a user’s manual
· Park Commission chair Leroy Thorpe met with the Board regarding the emergency repair of the lights at the ballpark; there was further discussion on the relocation of the basketball court.

· Larry Klein of Fairview Road met with the Board regarding the purchase or rental of a roller for the Highway Department. In another matter, Klein offered the donation of two benches for the parade ground, which the Board accepted with its thanks. Also discussed was the question of the small bridge on Beartown Mountain Road and its legal designation as a bridge by Massachusetts Highway; Storch will follow up on this item.
· Laurily Epstein made complaint about an unsightly trash container left at the front of the Elise Abrams property at 171 Main Road. The Board will send a second letter of complaint in this regard.
· Hugh Campbell of Massamont Insurance Agency of Greenfield, MA, met with the Board to discuss the Town’s insurance, which is currently covered by MIIA. Campbell outlined the benefits and savings offered by Massamont, which he claimed would match or exceed MIIA’s coverage and provide the Town with a considerable saving; the Board will contact the Town Treasurer in this regard.
· Ray Tryon met with the Board to discuss Police Department coverage in the center of Town on the weekend. Also discussed was Homeland Security grant money in the amount of $12,000.
· By unanimous vote, the Board adopted an Order of Taking by eminent domain a permanent easement for the installation, maintenance, repair and replacement of a bridge over the Konkapot River on River Road. Selectman Michael Storch signed the Certificate of Vote and Order of Taking in connection with the three parcels on River Road for which easements were given [see Minutes of May 23, 2005].
· The clerk was given instructions regarding correspondence.
· The Minutes of May 23, 2005, were approved as written.
· It was unanimously voted that the meeting be adjourned (11:55 a.m.
