MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF APRIL 11, 2005
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair), Michèle Miller, and Michael Storch all present.
In attendance for the meeting: Laurily Epstein of the Monterey News
· The Board met with Chief Gareth Backhaus to review Police Department items. The Highway Department will be asked to place signs at Town parks prohibiting dogs.
· The Board met with Town Accountant Barbara Gauthier to review the budget for the Annual Town Meeting.
· Maxine and Jim Goetschius met with the Board regarding a stone wall that is falling down on the street side of their property at 4 Tyringham Road; Goetschius asked that the Town provide a digger for repairs. Miller explained that the Town maintains a right of way but has no responsibility for any repairs along that right of way.
· The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:
o Loader bids
o Fairview Road
o Bally Gally: Estimate for the replacement of the heating system has been received; house is being painted and should be ready for rental within two weeks
o Roadside cleanup
· The Board met with Building Commissioner Don Torrico to review building items, as follows:
o Jaffe construction site: Letter of complaint
o Bally Gally: Building Commissioner will check on the work
o Town Hall renovation: Certificate of Occupancy; issues with doors
· The Board discussed the $10,000 special appropriation for the school district to be used at the discretion of the Superintendent with approval of the Select Board to offset cuts in the school budget.
· The Board signed the Warrant for the Annual Town Meeting. Present to witness the Board's signatures and affix the Town Seal was Town Clerk Barbara Swann. Constable Ray Tryon was present to receive the Warrants for posting.
· At 11 a.m. the Board opened sealed bids for the purchase of a loader for the Highway Department. Present for the bid opening were Robert Clark of Tri County Paving of Springfield; Rick Graves of C.N. Wood of Whatley, MA; and Jim White of Tyler

Equipment of East Longmeadow, MA. Three bids were received, each with several bid
options, as follows:
1. Tri-County Paving, Springfield, MA (3 bid options)
2. C.N. Wood, Whatley, MA
3. Tyler Equipment, East Longmeadow, MA
The Board met individually with each of the bid representatives (listed above) to question them about the equipment options offered. The bid was not awarded pending the recommendation of the Operations Director.
· Highway and Treasury Warrants were signed.
· The clerk was given instructions regarding correspondence.
· The Minutes of April 4, 2005, were approved as written.
· It was unanimously voted that the meeting be adjourned (12:10 p.m.).
