MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JANUARY 3, 2005
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair), Michèle Miller, and Michael Storch all present.
In attendance for the meeting: Laurily Epstein of the Monterey News
· The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:
o Weather Station: National Weather Service stand-alone station to be erected behind the Town Garage, consisting of an automated weighing precipitation gage and shield and a 10-ft. rohn tower with solar panels, battery, data logger and temperature sensor and satellite transmitter; in the spring, the 10-ft. rohn tower will be raised to 30 ft. with installation of wind equipment at the top of the tower
o Oshkosh Truck: Delivery has been received
o Town Hall thermostats: Will be installed this week
· The Board met with Chief Gareth Backhaus to review Police Department items. Backhaus reported that there have been five false alarms in the past two weeks and requested clerical help in issuing alarm system letters, which he intends to revise. The Board will instruct the Administrative Assistant to provide the clerical assistance for processing and mailing of alarm system permits; Chief Backhaus will oversee the process and be responsible for content and fines.
· The Board met with Building Commissioner Don Torrico to review building department items, as follows:
o Building violations: Torrico reported on an unpermitted construction and advised the Board that he will post a stop work order in this regard
o Town Hall: Review of building items to be corrected
· Dick Tryon met with the Board regarding several items, as follows:
o Special Town Meeting, Dec. 16, 2004: Tryon questioned the correctness of information presented by the Board at the Special Town Meeting that the appropriation of $8000 for the Fire Department was needed to replace the Town’s portion of three Fire Department grants (Commonwealth grant, Homeland Security grant, Fish Hatchery grant). The Board referred Tryon to the Minutes of its meeting with Fire Chief Ray Tryon on October 25, 2004.
o River Road: Tryon questioned the condition of the road, stating that the new stone and oil surfacing is worthless
o Roadside tree cutting by Highway Department: Tryon asked that cut trees be made available to all townspeople
· The Board discussed the preparation of job descriptions.
· Highway and Treasury Warrants were signed. The clerk was given instructions regarding correspondence. The Minutes of December 20, 2004, were approved as written.
· It was unanimously voted that the meeting be adjourned (12 noon).
