MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF OCTOBER 18, 2004


The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair), Michèle Miller, and Michael Storch all present.

In attendance for the meeting: George Emmons of the Monterey News

·       The Board met with Chief Gareth Backhaus to review Police Department items.

·       Library Trustee Linda Thorpe met with the Board to recommend that Lois Storch be appointed to the Board of Library Trustees to fill a vacancy created by the resignation of Kathleen Bracken. It was moved by Miller, seconded by Sylbert, and unanimously voted to appoint Lois Storch as a Library Trustee for a term ending May 7, 2005, at which time the Town will vote to fill the unexpired term (ending May 6, 2006). In another matter, the Board consulted with Thorpe regarding the Wilson/McLaughlin Scholarship Committee.

·       The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:

o       Lake Garfield Dam
o       Town Hall renovation
o       State/federal funding for bike paths
o       Fairview Road

·       The Board met with Building Commissioner Don Torrico to review building items.

·       The Board met with Town Counsel Jerome Scully of Lee to discuss several items, as follows:

o       Town’s right of first refusal when Chapter 61 properties are put up for sale
o       Special Article to increase membership of Planning Board

·       The Board met with Wendy Sweetser of Highland Communities Initiative of Williamsburg, Mass., a group associated with the Trustees of Reservation, to discuss the possibility of grant funding in areas such as open space and affordable housing. Sweetser stated that she would be willing to work with the Board in the preparation of a grant proposal, due October 29. Sweetser also recommended that a citizen committee be appointed in this regard.  

·       The Board met with Administrative Assistant Bonnie Tedder to review several Town Hall items, including the following:

o       Assessors’ GIS software and Town maps: Jurgenson will assist the Assessors in printing out all Town maps
o       Preparation of database mailing lists and sublists of all Town officers, boards and committee members
o       Preparation of a list of meeting hours for all Town boards   
o       Community Facilities loans
o       Town website: Virtual Town Hall

·       Highway and Treasury Warrants were signed.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of October 4, 2004, were approved as written.

·       It was unanimously voted that the meeting be adjourned (12:20 p.m.).
