Planning Board minutes for Thursday July 27, 2017
The meeting opened at 7:07 p.m.
Members present: Stephen Enoch, co-chair, Richard Piepho, Don Coburn, Pat Salomon, and Roger Tryon.
Members absent: Tom Sawyer, co-chair, and Larry Klein.

The board reviewed the application for a special permit for Kirson, 11 Seven Arts Road. The applicant seeks to add a one-story addition to an existing single family home. The applicant was not able to obtain a building permit because there is more than one dwelling on the lot. The hearing for the application is September 21, 2017. The board will submit a finding for the hearing.
Enoch stated that the board should review what passed at the annual town meeting (and what didn’t pass) in order to be clear on how to update the zoning bylaws.
The minutes from July 13, 2017, were read and amended to reflect the vote count on the Hume remand as four in favor and two opposed. The amended minutes were approved.
The board discussed Air BnB with regard to possible regulations. Salomon noted that properties used for Air BnB generate more noise and activity and, often, more cars than a traditional residential use. This morphed into a discussion about a noise ordinance. Enoch recommended that the board investigate and see if other towns have noise ordinances and if they are effective.
Pat Salomon generously volunteered to be Monterey’s representative to the Berkshire Regional Planning Commission. The position is elected annually and the meetings are the third Thursday every other month. Thank you Pat!
The board opened the mail.
There was a notice from Great Barrington that a special permit was granted for a large solar array by Kearsarge on Pumpkin Hollow road near the Steiner School.
