Planning Board minutes for Thursday June 25, 2015
The meeting was called to order at 7:15 p.m.

The minutes from 6-11-2015 were read and amended to correct the spelling of Pat Salomon’s last name, and then approved as amended.
The board reviewed an application for a special permit from COP, LLC, for property on Northwest Cove Road in the Lake Buel lakeshore district. The property abuts Kutcher’s Sports Academy and is owned by the owner of Kutcher’s, Marc White. There is a ZBA hearing for the application on July 7th. The applicant seeks to reconstruct a house on the footprint of the old Zip Zantay house on Lake Buel that was constructed prior to zoning in Monterey. Everything about the house and the property are non-conforming:
- Lot acreage is below zoning minimum for sloped land in the lakeshore district.
- Lot frontage is below zoning minimum.
- Proximity of septic systems to lake violates current bylaw Stream and Pond Protection.
- House was abandoned for several years.
- House was demolished 2014.
- Need to reinstate right to construct before 2-year limitation runs out to re-establish abandoned non-conforming use.
Enoch pointed out a mistake on the application with regard to section numbers that needs to be corrected in our finding. The board did not think that the applicant was increasing the non-conformities that already exist. Leonard will write and submit finding in time for 7-7-15 hearing.
Enoch noted that there is a proliferation of signs around Monterey and thought that the board should review the zoning bylaw and remind residents that there is a sign permit process and that signs need approval. Pat Salomon volunteered to contact Melissa and have it put in the weekly town notes.
Enoch and Salomon will not be able to attend the next meeting on July 9th. Therefore the board is requesting that the Building Commissioner come to the meeting on July 23rd.
