Planning Board meeting minutes for Thursday December 11, 2014

The meeting opened at 7:09 p.m.

Members present in person: Stephen Enoch, co-chair, Barry Karson, Larry Klein, Roger Tryon, and Maggie Leonard, co-chair. Members present on the phone: Alan Salamon and Tom Sawyer.

Public present: Lenny Harris and Andy Conli from Hume Lake Camp; Chris Tryon and Kelly Funk from Berkshire Geo Technologies.

Lenny Harris and Andy Conli presented the board with an application for a sign permit for Hume Lake Camp for the construction of a stone base for the Hume sign at the intersection of Cronk Rd. and Chestnut Hill Rd. The applicants provided a drawing showing a stone base of 84”X32” that will be at least 10’ from the traveled way.

A second sign permit application was presented by Hume to update a sign on their property, just off Chestnut Hill Rd. in front of the old white house that is near the current dining hall. The existing sign is 60”X23” and is illuminated and the replacement sign will be the same dimensions and also be illuminated. The board unanimously approved both sign permit applications presented by Hume. No check was received from the applicants.

Chris Tryon and Kelly Funk from Berkshire GeoTechnologies presented the board with a site plan review for Hume Lake Camp for the construction of a maintenance shed with access to Chestnut Hill Rd. The proposed shed will be 7500 square feet with a 30’ wide access road. The shed will be built on a slab (no basement) and will be used to store equipment as well as salt and sand, and as a workspace for welding and other maintenance activities. There will be a detention basin on the north side of the property to deal with runoff and drainage from the shed. The proposed construction is 400’ from the abutter, Jeff Purvis who is on the southeast side of the property. Stephen Enoch suggested that the board conduct a site visit. Alan Salamon proposed that the board hire an engineer to aid with the site plan review.

The minutes from 11-24-14 were read and unanimously approved as written.
The board reviewed an application for a special permit from Nanette Hucknall for the construction of a screened porch on an existing deck at her property at 2 Point Road. The property is non-conforming as to size and there is a carport that encroaches into the side setback on the south side. However the proposed construction is on an existing deck and will not increase those non-conformities. The board unanimously agreed that the project is not detrimental to the neighborhood.

The board discussed the Planning Board pubic hearing scheduled for Thursday January 8, 2015. We reviewed the list submitted by the ZBA and made notes of questions and areas of agreement. Leonard will publish the notice in the Berkshire Record for two consecutive weeks and send the notice to the abutting towns, BRPC, and the Dept for Housing and Community Development.

The board read the fifth and final draft of the ADU zoning bylaw and agreed on all its contents. Leonard noted that it should be sent to the Building Commissioner.

The mail was opened; there was a letter from BRPC stating that they have not received Monterey’s information on who our rep is for the town. Larry Klein generously agreed to try and attend the BRPC meetings.
