Planning Board meeting minutes July 28, 2011

The meeting was called to order at 7:14 p.m.
There was no business from the public.
There were no minutes available for July14, 2011.
The board discussed the Special Permit applications for the two proposed cell towers in Monterey; one at 31 Main Rd. on the property of Eugene Bounous and the other on Chestnut Hill Rd. on the property of the New England Keswick. Both Alan Salamon and Larry Klein asked what kind of input the Planning Board could have since the ZBA will be using the services of a professional engineer as a consultant. Maggie Leonard responded that, of course the engineer will address the technological aspects of the project as it relates to our bylaw, but that board members have an important role to play too. The Special Permit process specifically asks if a project will be “substantially more detrimental to the neighborhood” and as Planning Board members we are uniquely positioned to have an opinion about that. Stephen Enoch concurred and
noted that that’s the benefit of the Special Permit process. There was a question about what consultants other towns have used and if the ZBA had retained a consultant yet?
Board members requested that Leonard email a reminder about the upcoming balloon test for the proposed cell tower at 31 Main Rd. The board also looked at the Special Permit application for the proposed cell tower on Chestnut Hill Rd. It was agreed that Maggie would have the Special Permit application and all attendant maps copied, with the exception of the large maps that were submitted with the application. There are smaller 11X17 maps of the same thing with the application that will be copied.
The calendar of events for the cell tower Special Permit applications is as follows:
August 8 – Balloon float test 31 Main Rd.
August 17 -- ZBA hearing for Special Permit application and variance 31 Main Rd.
August 20 -- Balloon float test 73 Chestnut Hill Rd. / New England Keswick
August 24 -- ZBA hearing for Special Permit application for 73 Chestnut Hill Rd.
The board reviewed and discussed the documents emailed from Mark Bobrowski:
•Non-conforming Uses and Structures
•New Definitions
•Table of Use Regulations
The board discussed planning the next meeting with Bobrowski and having a joint meeting of the Planning Bd and the ZBA as Bobrowski requested. It was suggested that the schedule might be too busy to have the joint meeting this month and that perhaps it should be scheduled for September.
There were no reports from Board members.
