Planning Board Meeting Minutes 11/10/2010
Members Present: Maggie; chair, Bridget, Larry and Barry
Public Present: Fred Vort, Gene Bounous

Meeting to order: 7:30 PM


  • Previous meeting- Larry updated the members of the board that were not present at the previous meeting.
  • Telecommunications bylaw draft- Brian Domina of Berkshire Regional Planning forwarded the board a draft that was worked on with the board of the Monterey Telecommunications Bylaw. The board went over it and discussed Brian's suggestions as well as suggestions from board members. Barry suggested that under applicability in the categories of uses maintenance should be added. Barry also wondered if time limits or specified hours should be determined. Larry felt that it was a 24 hours a day operation. Barry also stated that it was his opinion that to put the words “ whenever feasible” such as under General Requirements it is a little too broad. The board also agreed to suggest to Brian to fix various wording throughout the document. The board discussed the height of the towers and what the bylaw should specify. A lattice tower is usually used rather than a mono pole when tower goes over 200 feet.
  • Status of Gene Bounous property- Gene mentioned that Florida towers is going to be photographing the land for the Environmental Protection Agency as well as to show the board.
  • Upcoming Meeting- The next meeting will be on November 17th. The board will discuss with Brian Domina of Berkshire Regional Planning the changes and corrections that the board discussed in the bylaws.
  • Hupi Road- 116 Hupi road has become a spot of interest for a cell tower. Infinigy is going to do a balloon test as well as get in contact with AT&T. There is a preliminary contract between the land owner and the tower company. Maggie and Bridget wondered if a cell tower on Hupi road was going to cause some concern by Monterey citizens.
  • October 14th Meeting Minutes: Approved as amended
  • Variance application- Mr. and Mrs. Klingenstein of 149 Hupi road submitted an application for a variance due to the fact that they built a stone wall and a barbeque within the lake setback. They had a permit to remove a 140feet rectangle of pavement and reconstruct a terrace. The board will revisit this issue at the next meeting.
  • Special Permit- 18 Sylvan road. Special permit to do renovations that will include an addition and an increase in height. The board will revisit this issue at the next meeting.
  • Mail opened: BRPC meeting minutes, Special hearing notification in Otis, Special Permit hearing in Great Barrington.
