Planning Board Meeting Minutes
Members Present: Maggie, Larry, Steven Enoch and Bridget
Public Present: John Campetti (Foresight Land Services), Barry Karson

  • Form A- John Campetti from Foresight Land Services presented the board with a Form A. Mr. Campetti is representing David Barber on Blue Hill Road. A year ago the perimeter of the property was surveyed. Mr. Campetti is approaching the board because Mr. Barber would like to divide out a single lot of 2.50 acres with 216. 38 of road frontage to his sister. The board suggested that Foresight look into whether or not the land is APR. Larry made a motion to accept the plan as submitted and as presented. Maggie seconded and it was unanimous with the members that were present. The board signed the required papers. A check was received for $40.00 along with the Form A.
  • Previous meeting minutes- Previous meeting minutes were approved as amended.
  • KSA- After researching the bylaws the board decided that a special permit for a year round camp would fall under a motel or a resort. Steven Enoch inquired as to whether or not we knew what the camp was going to use its facility for when it is not a summer camp. The description that KSA provided listed activities that implied they would not operate as a resort but rather as a camp with multiple activities such as tennis, skiing, short term rentals for bike excursions ect..  Larry stated that the whole idea of having the bylaw for a year round camp was to enable them to bring in business during off season. The board agreed that we would like to work with KSA as well as other camps to make this possible.  
  • Berkshire Regional Planning- Brian Domina is an attorney on the staff at Berkshire Regional Planning. Mr. Domina will assist the board in using the grant awarded by Berkshire Regional to reshape and update the towns zoning bylaws regarding communication and broadband. Mr. Domina will be on paternity leave for the month of April. As a result the board is going to send him a schedule of the Planning Boards meetings through the month of December. The board will also start to discuss ideas that they would like to implement or discuss with Mr. Domina. Larry has recently been named as the Chairman of the Wired West steering committee working along with the Massachusetts Broad Band initiative. Larry is going to inquire with the state as to whether or not it will be a conflict of interest to work on that as well as with the Planning Board as they revamp their communications bylaws. The board will discuss at the next meeting if they want to get rid of the entire current communications bylaws and start from scratch or work through it and update what is there.
  • Mail was opened- Meeting notice and agenda from Berkshire Regional Planning as well as meeting minutes from their previous meeting, a letter from Foresight Land Services regarding the resurfacing of route 23 notifying.
