Planning Board Meeting Minutes
June 11th, 2009

  • Previous meeting minutes approved
Public hearing on Bach Subdivision opened at 7:15PM
  • Letter from Maynard Forbes Monterey Director of Operations regarding various road concerns read and discussed.
  • David Helman representative for Judy Bach explained that each comment from Hill Engineers was reviewed. Mr. Helman stated that to address the dead end road they took the most conservative approach.
  • Rob Ackroyd from Greylock Design reviewed Hill Engineers commends and discussed his rebuttal with the board. Mr. Ackroyd wanted clarification of access being available for lot # 3. The board stated that they couldn’t approve a non-conforming lot. Greylock Engineering stated that they would install a pipe at all key property corners and lines.
  • The septic and drainage proposal for the subdivision is now shown on the plan. The vertical curve data and finish grade are also now shown on the plan.
  • The non-conforming parcel in the northwestern corner of the site is now contiguous with lot #1.
  • The board discussed increased traffic and usage of the road in years to come. Mr. Akroyd and Mr. Helman stated that if the board decides to set limitations they will agree. The board recommended putting this on the definitive plan with the vehicle design speeds and K- valves added to the profile plan as well.
  • The roadway plan was updated to include and meet Mass Highway and Monterey specifications.
  • Utilities have been moved an area now located with in the shoulder of Green Way.
  • Mr. Akroyd will be submitting a waiver for the required stop sign.
  • The 16 foot wide roadway will include 3-foot shoulders on both sides of the roadway where ledge or other conditions allow for it.
  • Swale has been changed to all riprap rather than previously proposed grass swale. As a result of this it is suggested that post construction run-off to adjacent properties will be less.
  • The applicant does not believe that the proposed educational facility will generate frequent day or night use.
  • The width and grade of the road to the educational building was in debate depending on how frequent the road would be in use. The board suggested an estimate on how many cars would be coming back and forth. Mr. Akroyd will make a note that it will be a future access road that will conform to all regulations. The Entry to Greenway will be increased to 18 feet.
  • The fire access plan has been signed according to Mr. Akroyd
  • Mr. Helman and Mr. Akroyd stated that Peter Caloji from the Monterey Board of Health stated that the plan looked good.
  • The board will do another site visit with lot #3 pinned out. The site visit will be Monday the 22nd at 5:30.
  • On July 13th the 60 time period for reviewing the submitted plans expires
  • The public hearing is continued until June 25th @ 7:10PM
