Planning Board Meeting Minutes
May 14th 2009

Public Hearing on Bach Subdivision
- An extension was requested on behalf of Judy Bach for the subdivision project from 60 days from May 17th. The Planning Board agreed.
- Cindy clarified to the public that the planning boards was only going to discuss items within the board’s purvey which included the size of the lot, the property lines, the road, drainage, the lot with a building specified. Cindy notified the public that wetlands, nature, animals and the Scenic Mountain Act are not our dealings and we would not be discussing them.
- David Hellman’s Presentation- Mr. Helman stated that the preliminary plan submitted in August of 2007 was approved on October 11th 2007. The current plan according to Mr. Hellman is similar with improvements. These improvements included the placement of the road; the same acreage was added to all of the lots. Another change that Mr. Helman pointed out was that lot number four (4) was going to be reserved at this time for a “peace center” as titled by Mrs. Bach. Mr. Hellman stated that at some point lot four (4) could have a residential lot plan. Previous site visits determined too much blasting to create the road on the previous plan. Per the Planning Board’s suggestion the current road has been made longer to accommodate going around rather than blasting. The current road on the plan is a
little over 900ft. Lots one and two will share a septic and three (3) and four (4) will share a septic. No wetlands will be crossed with the shared septic plan.
- Conservation Commission- The conservation commission has approved under the Scenic Mountain Act and the Wet Lands Act.
- Road Maintenance- A road maintenance agreement was previously requested. Mr. Hellman drew up a declaration of trust. The trustee has the ability to impose fees towards maintenance. Judy Bach will be the trustee.
- Subdivision road- A 50 foot right of way is proposed. Also a 16 foot right of travel way is proposed. Essentially there will be two common driveways off of the subdivision road. There are four (4) lots on 26 acres. The width of the proposed common driveway is 12feet.
- Rob Ackroyd Greylock Design- Mr. Ackroyd stated that there is a large outcropping of ledge on this site. The proposal is to divide into four (4) lots from two (2) acres eat to fifteen (15) acres each. Lots one (1) and two (2) were placed with privacy but not infringing on wetland and abides by all current zoning bylaws according to Mr. Ackroyd. The homes will be private owner occupied homes. The proposed road circumvents the ledge therefore it will be 922 feet from the intersection of Mt. Hunger road. The road that is proposed is said to meet turn radiance and subdivision bylaw. There will be a small watershed and various culverts along the road. A curtain drain will be present. All water is led into a rain garden. Each lot has individual water supply and a private well.
- Steven Enoch Board of Health- Mr. Enoch stated that the board reviewed the plan but has not gotten a formal application as of yet. Mr. Enoch expressed his concern over general safety issues needing to be met regarding the educational building. He also stated that the preliminary plan looked good.
- Rob Ackroyd- Mr. Ackroyd stated that the pressure dosed has been tested and approval from the DEP is still needed. The leeching fields have been sized accordingly. Mr. Ackroyd described the educational building as a year round facility with relatively small groups visiting. It will allow for accommodations of up to twelve (12) people at a time. Larry Klein a member of the planning board questions approving a plan that was a work in progress.
- Howlette Family (the abutters to the subdivision project)- Concerns were expressed by the Howlette family that their property is only 150 feet from the proposed subdivision road. The Howlette family would like the board to consider the future of the facility and the town. The Howlette family is worried about the impact on Mt. Hunger road as well as if the project will be audible and visible from their property. One member of the Howlette family requested a line of evergreen trees. Mr. Ackroyd stated that he would look into the possibility of moving the proposed road slightly.
- Planning Board- The planning board is going to conduct a sight visit on Monday May 18th at 5:30PM. The public hearing will be continued until May 28th at 7:15PM. Jeff Randall of Hill Engineer who was hired by the Planning Board to look over the plans will have a completed report prior to that.
