Planning Board
Minutes of the meeting
The members present were Maggie Leonard, Mike Erkkinen, Laurily Epstein, Janet Cathcart, Cindy Hoogs, and Jason Dunlop
Meeting called to order promptly at 7:00pm.
Jason Dunlop, the new secretary, welcomed.
No public present.
Kevin and Jill Brenner special permit request introduced. Cindy Hoogs recused herself. House is currently non-conforming – located in setback. Will be torn down and rebuilt in new location outside of the setback. Letter from Don Terrico read specifying which Zoning Bylaw to reference (4e2b). Conversation ensues over whether this is considered re-construction or not.
Geall of Carrington-Batelle Road request for special permit or variance read. Plans were opened. The proposal is to construct an addition onto a currently non-conforming house. Don Terrico’s letter rejecting the plan was read referencing Zoning Bylaw 4e2b. House currently resides within setback and addition will also fall within the setback. Discussion ensued over whether change requested would increase the nonconforming nature of the structure. Tangential discussion of whether Planning Board is legislators or interpreters of the bylaws. Decision is made that request is not able to receive a special permit. Variance angle discussed. Overall feeling that there is not enough information in papers provided to determine if a variance is appropriate.
Minutes from 10/12/06, 10/23/06 and 10/26/06 were read. Have quorum for each. Cindy Hoogs made motion to accept 10/12/06, Laurily Epstein agreed. All were in favor. Cindy Hoogs made motion to accept 10/23/06, Laurily seconded. All were in favor. Janet Cathcart made motion to accept 10/26/06. Cindy Hoogs seconded. All were in favor.
Scope of work of BRPC to help Monterey with guidance for the master plan was read. Budget conversation ensued. Maggie Leonard nominated and chosen as the designated representative to BRPC. Mike found the deliverables rather vague. Some thoughts of other avenues of help were discussed. Decision to ask for more specific details concerning deliverables from BRPC was made.

Janet Cathcart reported on workshop at BRPC. Discussion ensued.
Laurily Epstein went on record to say, “Maggie’s [Monthly Chairperson’s] report in the Monterey News was exceptionally clear, lucid and complete.
