Issue: Revisiting the Mowing Bid Process
1-Jim Edelman asked if there was a vote by members of the Parks Commission on who to award the mowing contract to.
Josh Allentuck informed him that there was a vote at the 6/5 Parks Commission meeting and the contract was awarded to Rick Mielke.
2- Jim Edelman asked about a number which was written on the bid proposal submitted by Rick Mielke.
Josh Allentuck informed him that he (Josh) had written the total of all sections of the bid because although all sections of the contract were included in the bid, there was not a total for the cost.
Jim Edelman stated that the action of writing the total on the bid, invalidated it, and the contract should then be awarded to the competing bidder.
Josh Allentuck reminded Mr. Edelman that the competing bidder withdrew his bid.
3- Mr. Edelman asked Josh Allentuck about any communication he had with the bidders after the decision concerning who to award the contract to was made.
Mr. Allentuck stated that he saw both bidders separately in the community on different occasions and explained the process and the results to them. He also stated that since there was some confusion over the process used to award the contract, the fairest thing to do might be to throw the bids out and begin the process again.
4-Gary Shaw stated for the record that if any mistakes were made by the Parks Commission or if any technicality was breached, it was inadvertent. The Parks Commission attempted to award the contract in a fair manner which it believed would be in the best interests of the town.
5- Mr. Rodriguez made a motion to reopen the bidding process; Seconded by Josh Allentuck; Approved Unanimously
At this point Mr. Edelman left the meeting.
6- At this point the following changes to the Scope of Services for the bidding process were outlined:
A) The area across Sylvan Road from the Town Beach would be added to the
mowing areas.
B) The date for the beginning of the contract would be changed to 8/1/13
C) Josh Allentuck will place the call for Bids in the Berkshire Record and
Shopper’s Guide.
D) A Special Parks Commission Meeting will be held on 7/31/13 at 6:00 PM at
the Town Hall to decide on the new bids.
