Town Administrator Resume Review Committee - Minutes

Committee discussed Town Administrator duties with Rhonda and Mari. Discussion included the following:
Town of Sheffield has a charter.
SB in Sheffield is responsible for Policy.
Town Administrator responsibilities are laid out in the Sheffield Charter.
Rhonda will forward a list of questions Sheffield used when interviewing for the Town Administrator position in Sheffield.
Select Board have no input on the Sheffield budget. Budget is done by Finance and Town Administrator.
In New Marlborough, departments present their budget to TA, then to SB, then to FC.
Joe Kellogg: “Nobody can do this job 20 hours a week unless they are very experienced.”
Rhonda stated that it is impossible to do Town Administration part-time. She says Administrator would spend all their time catching up and would to be able to effectively manage town if not present fulltime.
Mari also stated that 20 hours a week is impossible to perform Town Administrator duties effectively. Works way more hours.
Rhonda will send budget 1-sheet.
HR training: insurance training on harassment, discrimination, retaliation.
Select Boards all meet at night. Both administrators feel this is proper way to conduct business.
Public is greeted by town clerk or admin secretary.
SB assistant takes minutes in Sheffield.
Sheffield closed to public on Wednesdays, except by appt., for department meetings.
Stickers are available at transfer station in Sheffield.
Even one unsupportive Selectboard member can subvert Town Administrator’s job and authority.
Probationary periods:
3 month probationary for Mari.
1 year for Rhonda.
Professional development is delegated by Town Administrator.
Select Board looks to TA for professional advice. Gives coaching and training to SB.
TA responsible for taking the temperature of the town. Looking out for the town’s interests.
Selectboard policy examples: community policing, Senior Center, Master Plan, Vision.
TA must represent the voter. Look out for interests of taxpayers.
Policy on organizational efficiencies.
Rhonda and Mari were thanked for giving their time and expertise.
Committee will collect questions; meet again, send out invitations.
Committee approved minutes of 9/13/16.
Committee reviewed new applications and prioritized candidates for interviews.
