Employee Compensation Advisory Committee Meeting Minutes
Date: 11/13/14 at 4pm
Present: Mickey Jervas, Fiona DeRis, Melissa Noe, Donald Clawson, Shawn Tryon, Donald Torrico and Larry Klein
Absent: Gareth Backhaus and Kenn Basler

  • The minutes from 9/18/14 were approved as written.
  • The Committee reviewed and discussed the following request from Maynard Forbes: I am writing you to ask in your deliberations to amend the Section of the Bylaw that sets the rate for the Town contribution for retiree health insurance. The bylaw that is adapted is contradictory and provides for a town contribution of 50% and also states “at no charge to the retiree. I would like you to consider, when clearing up the bylaw, to advise the Selectboard to use a rate of 75% contribution from the Town for the retiree and spouse, as it is more in line with the contribution for an employee while working. It makes no sense for the town to contribute a smaller percentage for someone who has retired as his or her earnings are greatly reduced. While I would like to have the same 90% split as I did while employed I know that will not fly, but I would hope you would consider the higher rate of 75%. I think it’s the right thing to do.  Most members felt that the town was already overly generous in their benefits package for current and retired employees.  The Committee understood where Maynard was coming from and respected his request but felt that they were not inclined to make any recommendations at this point to increase the retiree benefit.  A letter will be sent to Maynard.
  • M. Noe will begin work on updating the salary and benefits of surrounding towns and will distribute to the Committee for review prior to our next meeting.
  • Don Torrico asked that everyone be given a mission statement of sorts so that the Committee knows exactly what it is they are taxed with doing.
  • Shawn Tryon brought up that he would like the Committee to re-examine the on-call stipend given to the Highway Crew from Nov- Apr.  His crew feels that the $150/month for that time frame isn’t enticing enough to keep them close to home and to show up for a storm in a timely fashion.  Shawn feels that since they get the stipend whether or not they show up within one half hour of the storm or 4 hours into the storm there isn’t any repercussions set in place currently to motivate them to stay close to town.  Some committee members felt that the overtime they receive for plowing should be motivation enough and that anyone that takes this sort of position does so knowing that more time will be required of them during the winter months however the Committee did agree to look into the situation if Shawn could provide more information.  Also discussed was the possibility of adding outside contractors as other towns do that could cover absences and or to provide relief when the crew has been working more than 10 hours.
  • The Committee will meet next on Wednesday, December 3rd at 4pm.
