Employee Compensation Advisory Committee Meeting Minutes
Date: 5/15/14 at 4pm
Present: Daniel Moriarty, Mickey Jervas, Gareth Backhaus, Larry Klein, Fiona DeRis and Muriel Lazzarini
Absent: Melissa Noe, Maynard Forbes and Chris Tryon
- The minutes from the April meeting were approved as written.
- The handbook subcommittee reported of the need to amend the Aflac section of the handbook to reflect that all paid employees are eligible for the cancer and accident policies at their expense. And that disability insurance is available for part-time workers who work 19 or more hours each week. It was also noted that there was a need to refine the part-time employees section to include those that are eligible for the listed benefits. It was requested that this subcommittee meet to finish this round of tweaking the handbook.
- There was no report from the wages and benefits subcommittee.
- The status of job descriptions was discussed and their importance emphasized.
- A preliminary list of the various classes of employees was outlined. Full time, Part-time over 20 hours a week, Independent Contractors, Part-time Elected, Part-time Appointed by Select Board, Part-time Appointed by an Elected Board, Paid per job from collected fees. The discussion that followed highlighted this list with the need for the job descriptions and to who each job reports.
- All part-time employees should be paid hourly regardless of the fact that a stipend was voted on at Town Meeting. This was to be recommended to the Select Board.
- Retiree Health Insurance: recommendation from Jeremia received in an email in answer to an email from the Executive Secretary on October 28, 2013 concerning wording in the town bylaws.
- The Committee discussed evaluations again and it was decided to check with Town Counsel to determine if there is a way to perform evaluations during a meeting that is not open to the public.
- The resignation of Chris Tryon was discussed.
- Future of this committee: It was decided that Mickey and Larry would visit the Select Board on June 2nd to discuss the Select Boards vision of this committee and its value.
- Ethics Commission forms for serving on ECAC. Not all felt that they were necessary.
- Next meeting: June 19th
