Employee Compensation Advisory Committee Meeting Minutes
Date: 11/9/12 at 10am
Present: Gareth Backhaus, Muriel Lazzarini, Mickey Jervas, Maynard Forbes, Melissa Noe and Larry Klein

- The minutes from 10/26/12 were approved as written.
- Reports were made from the sub groups on the following:
- Legal items: The subcommittee is still waiting on answers to our questions from Attorney Philip Collins. Muriel will call and stress that we are eagerly awaiting their opinions and would especially appreciate the opinions on contracts and benefits as soon as possible so we can review them prior to the next meeting on the 30th. Muriel also stated that the office had sent the City of Cambridge’s employee manual and anyone interested in a copy should ask M. Noe for one.
- Employee Handbook & Policies: The subcommittee is still working on the handbook and is incorporating some items from the Cambridge manual. We hope to have something final to look at on the 30th for the 1st section. Some interesting benefits noted from the Cambridge manual is that they are very pro-employee and state in several parts of the manual how crucial employees are to the city’s daily operations. It was noted that they allow employees to accumulate up to 400 sick days and cash them out when they leave. Also interesting was that their city/employee split for health insurance wasn’t all that different from ours at 87.5/12.5
- It was agreed that the ECAC should have recommendations that are budget related to the Select Board prior to the Finance Committee’s budget request deadline in January.
- M. Forbes stated that after reading about the proposed new school building for Monterey in the Record (which was the 1st time hearing of any of this), that he personally feels that this will affect all of the departments in Town as well as the employees and he now feels it is very important to protect the employees and focus on employee contracts. Muriel noted that before it is presented at town meeting the Select Board still needs to confirm that the SBRSD will allow a school to remain in Monterey and that the Monterey voters are in favor of this proposal.
- The Committee briefly discussed the best way to approach simplifying the town meeting warrant to show budgets by departments and not individual line items.
- The Committee will meet next on November 30th at 10am in the town hall.
