ECAC Meeting Minutes 7/31/12
Employee Compensation Advisory Committee Meeting Minutes
Date: 7/31/12 at 10am
Present:  Larry Klein, Daniel Moriarity, Muriel Lazzarini, Gareth Backhaus, Maynard Forbes and Melissa Noe
Absent: Mickey Jervas

  • It was decided that M. Noe would do the majority of the research as well as taking the minutes and posting the agendas and meeting notices.
  • Muriel informed every one of the Select Board’s decision to change the name from Employee Compensation Committee to the Employee Compensation Advisory Committee as this is only an advisory committee to the Select Board and Finance Committee.
  • Items that the Committee felt needed to be addressed (in no particular order):
  • Update salary study (M. Noe provided everyone with copies, she updates this yearly)
  • Update the benefits salary (M. Noe also provided a copy of this to everyone as this was just done in March)
  • Study of part time positions and benefits packages offered in surrounding towns
  • Complete and update job descriptions for any position paid by the town.  Write descriptions for ones we don’t have.
  • Discuss suggested routine for future recommendations and updates of benefits and compensation packages
  • Health insurance policy choices
  • Discuss the need for entry level rates, the minimum requirements and how to implement
  • In-house salary/compensation comparison
  • It was agreed that the number one priority to tackle was evaluating and defining what is part time and what benefits if any part time employees are entitled to.  And the second most important thing would be to have job descriptions for all the paid positions in Monterey.
  • It was requested that we have a consultant or professional review and comment on our current town bylaws that have been accepted that may be conflicting and that are also not entirely clear as to what the benefit is. (specifically “Contributory Insurance” and “Retiree Health Insurance” in our Town Bylaws)
  • The possible need for a lawyer specializing in municipal labor law was discussed along with the need for a budget, if this is required.
  • Employee contracts were briefly discussed
M. Noe is going to send everyone on the Committee the job descriptions we do have for everyone to review and will request the ones not on file from the missing departments.  The Committee is going to review the bylaws noted above as well as the DRAFT Employee Handbook/Personnel Policy.  All will be discussed further at the next meeting on Friday, September 7th at 10am at the Town Hall.
