Employee Compensation Committee Meeting
Date: 12/16/08
Present:  Janet Cathcart, member, Michael Storch, member, Maynard Forbes, Gareth Backhaus, Barbara Gauthier, Town Accountant and Melissa Noe, secretary

  • J. Cathcart reviewed with those present her conversations with the Town Treasurer regarding health insurance.  There are minimal reductions in premiums if the town were to switch to a plan with higher copays.  The dental option is still being reviewed.  The Town Accountant let the committee know that Town Counsel has provided her with the wording and similar cases that allow the Select Board to set a policy that as of xx date, health insurance will no longer be offered to elected officials.  The committee will further discuss making this recommendation to the Select Board at their next meeting.
  • The committee reviewed briefly the Town Clerk salary as it seems high in comparison with surrounding towns, the hours worked in surrounding towns and the hours posted here (which is 5/wk).  The Accountant informed the committee that the Town Clerk is actually paid for 2 positions; Town Clerk and Board of Registrars Clerk and after researching this, she found no other town (other than Sheffield) that hires a separate Board of Registrars Clerk and in all the towns she researched this job falls under the Town Clerk duties.  The committee will further discuss making the recommendation to remove the Board of Registrars line item which would be a savings to the Town of $7867.00 at their next meeting.  The Accountant was asked to provide the committee with a line by line comparison of surrounding town clerks, their salaries, hours and benefits received.  The committee will also stress to the Select Board that it will be important with the upcoming election to determine what the Town is looking for out of a Town Clerk.
  • The committee discussed the discrepancy in vacation time offered in Monterey vs. surrounding towns and is going to recommend that 4 weeks be offered to employees that have been with the Town for 10 or more years.
  • Discussions ensues about sick and personal time and the Accountant was asked to come to the next meeting with a cost to the Town if the employees were allowed to cash in days earned after they’ve accumulated 90 and will lose days earned beyond the 90.
  • The committee will meet again on 1/7/09 at 8am.
