Board of Health Minutes 12/7/15
MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  December 7, 2015
Present:  John Makuc, Roy Carwile, Robert Annelli and Peter Kolodziej

The meeting began at 4pm

1.  The minutes from 10/5/15 were approved.
2.  The Board discussed the recent noise complaints made to the Select Board (Camp Hume and a residential firing range) as well as a request from Maggie Leonard to use the mini-grant monies to perform a noise study.  DEP regulations were reviewed.  Peter suggested that the Board should refer this to DEP to look into as they have all the equipment to measure noise.  It was suggested that Camp Hume limit their communications during camp to walkie talkies.  The Board was not in favor of a noise ordinance at this point but felt that it might be helpful to act as a mediator with the noise issues around Camp Hume.  A letter will be drafted to Hume asking them to come in sometime after the 1st of the year to discuss the noise complaints received and what measures can be looked at to lessen the impact on the neighbors.  The Board felt that with regards to the request to use their grant funds toward a noise study; they feel it is premature now and would like to explore other avenues first.  With regards to the complaints about shooting the Board understands from reading the December Monterey News that this issue has been resolved.
3.  KSA: Peter states that there hasn’t been a big change on the property and they have lost their wastewater operator.  The last letter sent to KSA was responded to by KSA however the Board felt that other than getting a transfer station permit as was requested he didn’t comply with the other concerns the Board had.  A letter will be sent to KSA advising them that no permits to operate will be issued for 2016 until all the items are addressed to the satisfaction of the Board.
4.  The Board has been made aware by the Police Chief that Mildred Church has begun filling up her property on Mt Hunger Rd with trash again.  The house has been deemed inhabitable.  A letter will be sent to Millie advising her that it has come to our attention that the trash outside of the house has built up again and the Board would like to meet with her to discuss how to remedy this.
5.  The Board will meet next on Monday, December 21st at 4pm.
