MONTEREY BOARD OF HEALTH MEETING MINUTES

The meeting began at 4pm
1. The minutes from 9/21/15 were approved.
2. The Board reviewed a septic plan submitted for 11 Sylvan Rd. Mike Parsons was present. This property currently has a deed restriction on it (which may have been due to different well setback which have now changed); the buyer’s attorney will draft up a document for the Board to sign to release the deed restriction. The Board will require a set of plans showing the existing and proposed floor plans before allowing a permit to be issued.
3. Pat Salomon came in to discuss a proposed dog park in Monterey. She wanted to know if there were any health issues for the dogs or people that should be addressed before going forward with their proposal. The biggest thing would be who is going to be responsible for maintain the park and keeping it clean as well as making sur it is not a nuisance to the abutters. Pat stated that the location will depend on where the Select Board is going to donate town land. Bob asked why a dog park was needed in Monterey. Pat explained that it is an asset for dog owners. Roy inquired is this a park for dogs or a park for people with dogs as they are different approaches. Pat said a park for people with dogs. There should be a requirement that the dogs are licensed and have had
their proper shots which would be difficult to enforce. The Board didn’t think the honor system works for regulating and this proposal would need to include a hired person to take care of the park (clean up, mowing, etc). It was suggested looking into private land and making it a private dog park with a membership fee. Bob inquired where the restroom facilities would be for the humans; there isn’t any proposed. It was suggested that a survey should be sent out to find out how much interest there is in a dog park. The Board had concerns about fighting amongst dogs and the potential for humans being bit and policies that would address this and preventing aggressive dogs from returning. It was suggested that Pat speak to the Animal Control Officer of Egremont to see if they have a lot of issues arising from their dog park.
4. The Board reviewed the letter submitted by KSA which was requested at the hearing last month. The trash issue has still not been addressed and discussion ensued whether fines should be levied. With regards to the pool and the issues there it was suggested that a new pool will need to be constructed in order for a permit to be issued or a letter from a contractor confirming that the existing pool has been updated to meet current standards. A letter will be sent to KSA informing him that his plan for the pool isn’t substantial enough for a permit to be issued, he has not complied with the original order and subsequent orders to remedy the issues in the kitchen and until all things have been corrected to the satisfaction of the Board of Health no permits will be issued and any current permits
will be revoked and a $500 fine will be assessed.
5. The Board will meet next on Monday, October 19th at 4pm.
