MONTEREY BOARD OF HEALTH MEETING MINUTES

The meeting began at 4pm
1. The minutes from 9/15/14 were approved.
2. Karen Allen and Bettina Schwartz came in on behalf of a group of neighbors to discuss the following concerns with regards to Camp Hume and their projected growth. Peter explained that the Board has expressed to Hume that they would like to meet to discuss the long range plans but nothing has been presented to date. They had concerns about the implications of a large expansion. The Board has told them that the water supply and wastewater systems will need to be expanded and Hume is working with DEP on this. Over 10,000 gallons per day of usage on the septic would involve the Board of Health’s involvement. Because it is an existing facility with enough land to accommodate their proposed plans Peter feels that all Boards in town would have some say in approving the project as a
whole. DEP will be involved with the impact on the water table with the expansion of their public water supply. Their current usage has not exceeded what they are approved for. The State could get involved should a noise pollution or air pollution event arise.
3. 136 Blue Hill Rd: The contractor is working on a repair right now; Peter is going to follow up with the contractor to see if realistically the property is going to become 6 bedrooms or stay at 5 as increasing to 6 will create a need for upgrading the system.
4. The Board reviewed the file for 59 Worth Lane and discussed the fact that the system was repaired without the proper permits. Peter also did not get called for an inspection. Our standard letter notifying them of the violation and assessing them the applicable fine.
5. The Board discussed the fact that a septic was repaired at 53 Harmon Rd without the proper permits. Our standard letter notifying them of the violation and assessing them the applicable fine.
6. 2 Pine St – Concerns were brought up on whether Elder Services, Elders at Risk and/or the VNA should look into the current home situation. It was suggested that a phone call to the son should be the first step in seeing if the homeowner would accept any assistance, Bob offered to do this.
7. Ebola: John did participate in one of the phone conversations that the BCBOA put on. If Monterey were to have a situation where someone needs to be quarantined Baystate Hospital would be the hospital to contact for assistance.
8. The Board will meet next on November 17th at 4pm.
