Board of Health Minutes 9/15/14
MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  September 15, 2014
Present:  John Makuc, Robert Annelli, Stephen Enoch and Peter Kolodziej
Also present: Ryan Ray and Scott Jenssen

The meeting began at 4pm

1.  The minutes from 5/5 & 7/21/14 were approved.
2.  Ryan Ray of Berkshire Green came in to dispute a fine imposed upon him for hauling septage in Monterey without the proper permits.  Ryan feels that he shouldn’t be fined as he subcontracted out the pumping to O’Brien Services who was also fined for pumping without a permit.  The Board reminded Ryan that he also needs to have an installer’s permit for the work and repairs he did.  The septic hauler and installer applications were given to Ryan.  John explained that in the past with other contractors we’ve given them one pass on the violation/fine and felt it fair to do the same in this situation.  Ryan will provide a list of work he’s done to date at Hume that would’ve required a permit.
3.  Scott Jenssen came in to discuss adding a 5th bedroom to 29 Griswold Rd.  The septic system is designed for 4 bedrooms.  If one of the existing bedrooms is no longer needed and can be changed to no longer meet the definition of a bedroom then nothing additional needs to be done.  If that room needs to remain a bedroom an increase to at least 550 gallons would need to be done to the system.  It was also suggested that the tank should be pumped prior to any upgrade to make sure it’s working properly.
4.  Scott Jenssen also came in with regards to 136 Blue Hill Rd.  The homeowner wants to tear down the existing garage and enlarge it.  In the 2nd floor of the garage he’d like to create a music room, storage area, office and a bathroom.  The Board stated that this would require an engineer looking at the current system and determine if it meets current title v standards for ground water separation.  Additional test pits would also be needed.
5.  The Board approved waiving the permit fee for the Bidwell House’s Octoberfest event.
6.  Burial permits: John has filled out all the paperwork necessary to assign members of the Board of Health to issue burial permits.
7.  The Board will meet next on October 6th at 4pm.
