Board of Health Minutes 10/21/13
MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  October 21, 2013
Present:  John Makuc, Robert Annelli, Stephen Enoch and Peter Kolodziej
Also present: Sergeant Johnson and Millie Church

The meeting began at 4pm

1.  The minutes from 9/16/13 were approved.
2.  Peter and Sergeant Johnson updated the Board on the Church property on Mt Hunger Rd.  Peter is suggesting filing a criminal complaint at the District Court as the house has remained inhabitable and she hasn’t done anything since the last meeting last year when she agreed to have the property brought to habitable standards or placed on the market within one year.  Millie was asked to attend tonight’s meeting but called at the last minute stating she’d be unable to make it.  Peter emphasized that the Board should be looking at solving the problems here of which there are 2; the property and Millie.  Peter has spoken with the Chief and he feels that if the Board doesn’t take action the problem will never be resolved.  Millie came in at 4:15pm.  Millie claims that she has been ill since March and unable to continue cleaning the property.  Millie stated that she has chosen not to press charges against her grandchildren who are the ones that have been breaking in because she states they have threatened her.  The Board suggested contacting a realtor who may be able to help with getting the property in a sellable condition.  Sergeant Johnson stated that the neighbors have been complaining that the house is an attractive nuisance and that the smells coming from the house are attracting bears and other wild animals which is what prompted the Board to follow up on the status of the property.  It was suggested that by our next meeting Millie must contact a realtor who will attend the next meeting with Millie with a plan of attack to clean up the property and get it on the market.  At that time the Board can decide if it is an acceptable plan or not and whether or not further action needs to be taken.  It was suggested that a Plan B could involve the town cleaning up the property and getting it ready for sale and putting a lien on it for the costs incurred.
3.  The Board will meet next on November 4th at 4pm.
