MONTEREY BOARD OF HEALTH MEETING MINUTES

The meeting began at 4pm
1. The minutes from 2/25/13 were approved.
2. Holly & Eric Montgomery of Fairview Rd were present to complain about the smoke coming from a wood boiler on the Burkhart property. The Building Commissioner has stated that the furnace was installed correctly and is compliant with state building code. Wayne was not present at today’s meeting but did send an email to the Board informing them that “he will decommission the furnace immediately, in the hope of installing a better technology in the future. He requested that the board consider the following points: *To support any possible grants or programs for installing upgraded wood burning furnaces, as well as economic incentives for residential insulation upgrades of older houses. *To support any possible use of wood (biofuels) as appropriate for our area (wooded New England!)
and to help people to understand its renewable nature. *And to understand the great importance to our total climate of reducing and replacing all fossil fuels with renewables as soon as humanly possible.” The Montgomery’s state that the smoke is causing them health issues. The Montgomery’s are requesting that if the Building Commissioner cannot act on remedying the issue then they would like the Board of Health to address the nuisance issue. The Montgomery’s claim that the Burkhart’s are using wet wood which is contributing to the issue. Peter offered the following solutions: *The Montgomery’s can appeal the issuance of the Building Permit which is what Peter recommends. If the appeal is in the favor of the Montgomery’s the furnace will need to be removed, end of story. *If the above option has been exhausted then the Board of Health would make a determination on the nuisance with DEP brought in as
a third party to take the necessary readings. The Montgomery’s are going to look into the appeal option offered.
3. Peter updated the Board on the status of the cleanup at 62 Mt Hunger Rd. Peter spoke with Natalie, Richard and Millie. The outside is mostly cleaned up but the progress has halted as Millie feels Natalie and Richard have cleaned up some things without her permission. The building is secure and will remain unoccupied and Millie has stated that she plans to put the property on the market in the spring.
4. Nomination papers for the Inspector of Animals position(s) were signed for Bob and John.
