MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  August 1, 2011
Present:  Stephen Enoch, Robert Annelli, Peter Kolodziej, and John Makuc
Also present:   Rob Akroyd of Greylock Engineering and Fred Chapman, Chair of the ZBA

The meeting began at 3:30pm
1.  The minutes from 7.11.11 were approved as written.
2.  Rob Akroyd of Greylock Engineering was present to review septic upgrade plans for 37 Steven’s Lake Rd.  An architect has been hired; the barn will be left as is for now with the possibility of structural enhancements.  The house’s existing rooms are going to be expanded modestly.  No rooms or bedrooms are being added.  The engineer is looking to have the plans approved as an upgrade and not under the new construction standards.  Floor plans were provided.  The basement will not be finished.  The home currently has 3 bedrooms and no additional bedrooms are being added, the septic is designed for 3 bedrooms.  There will be separation of ground level variances.  New plans will be submitted to the Board in addition to a letter from the owner confirming that no bedrooms are being added and the 9A & 9B forms.
3.  Fred Chapman, Chair of the ZBA came in to discuss the following the cell tower hearings that are coming up.  The new bylaws state that the consultant that the ZBA can hire should be in consultation with the Con Comm, BOH and Planning Board.  Fred wanted to know if the Board had any recommendations for a consultant to help the town understand the application and notice things that might easily get past the Board.  Peter suggested contacting the other surrounding towns to see who they used and if they were happy with them.  Fred has requested that the Board submit a more detailed letter than usual for this scenario since it’s so new to the Town.
4.  The Board reviewed the special permit applications for 31 Main Rd. and 73 Chestnut Hill Rd.  Peter is going to take the plans with him to review and the Board will comment at their next meeting.
5.  The Board discussed Oates Construction’s application for a Monterey Installer’s permit.  He does not have a BCBOH installer’s certification which Monterey’s policy requires.  BCBOH provides training and CEU’s to installer’s.  Peter has stated that he’s received a lot of complaints lately about the BCBOH not providing information in a timely manner to installer’s and not holding enough CEU classes.  The Board felt an Installer’s permit could be issued if Mr. Oates could provide proof that he’s kept up on his CEU’s and attending other trainings.  The Board voted unanimously that he’ll need to provide BCBOH certification.  The Board agreed that before the renewal notices go out they will review the existing policy to see if it can be modified with more options.
6.  Stephen Enoch approved a beaver removal request for Susan Sellew on New Marlboro Rd.
7.  The Board agreed to not renew their BCBOH membership until there are some leadership changes.
8.  The next Board of Health meeting will be on Monday, August 15th.
