MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  February 1, 2010
Present:  John Makuc, Stephen Enoch, Robert Annelli and Peter Kolodziej
Also Present for Parts of the Meeting: Matt Barnard, representative for 37 Steven’s Lake Rd, Mark Makuc and Mike Delgrande

The meeting began at 3:35pm
1.  The minutes from 1.11.10 were approved as written.
2.  A H1N1 clinic was held in January and had about 26 attendees.
3.  The next meeting date falls on a holiday so the Board will meet on Monday, February 22nd at 3:30pm.
4.  Matt Barnard, representative for 37 Steven’s Lake Rd came in to propose a project that the owners would like to do.  Matt brought floor plans for a “party barn” which includes a full bathroom and kitchen.  Matt stated that it’s not a living dwelling.  The homeowner’s are amendable to a deed restriction stating that it can not be used as a single family dwelling or for sleeping purposes.  The owners do have a vision of grandkids sleeping there on summer nights.  They are looking to start this project within the next two years.  The “barn” would be on the same lot as the house.  Currently there isn’t any plumbing in the barn and the most recent Title V was done in April of 2005 and passed.  The current system doesn’t have a d-box and estimates the system is from the 70’s.  The Board felt that any renovations on the barn would require an upgrade on the current septic system.  The Board noted that permission from the Conservation Commission will also be needed due to the distance from the lake.  It was also noted that there might be zoning issues to deal with when installing a kitchen in what could be considered an accessory dwelling.
5.  Mark Makuc came in to discuss the following with the Board; Public Water Supplies/Emergency Plans for Roadside, LSPGO and the Harvest Barn.  The Board agreed that a plan will need to be submitted for the LSPGO but in an emergency the Roadside and Harvest Barn could be shut down.
6.  Mike Delgrande came in to discuss 17 Brook Lane.  The owner would like to add a 3rd bedroom to an existing 2 bedroom home.  The septic is engineered for a 3 bedroom home.  A bedroom and bathroom are being added over the garage.  The Board did not see any issues with the proposal based on the current floor plan and existing septic design.
7.  FY11 Budget: Animal Inspector budget was level funded, the Board discussed whether or not the expenses should be raised to reimburse the members for mileage in all of the travel that’s been required recently, the salary was level funded, the Clerk’s salary and the expenses were as well.  Bob suggested that the Chair should be paid more because of the increased responsibilities.
8.  Peter noted that the town should come up with the written procedures in order for the camps to get the year round use permit.
9.  Bob Lazzarini came in to discuss the ZBA application submitted for the Mandelbaum’s.  He noted that there is an outhouse noted on the site plan and that several of the cabins/cottages have been decommissioned.  He was concerned if the outhouse was associated with one of the cottages that has one bedroom.  The Board commented on this in January.  The Board stated that a “decommissioned cottage” due to the kitchen being removed is still considered a sleeping area.
10.  The Monterey General Store has been sending more clerks to the tobacco regulations training.  In Berkshire County there has been a lot of voluntary compliance.
