Board of Health Minutes 8/3/09
MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  August 3, 2009
Present:  John Makuc, Stephen Enoch and Robert Annelli
Also Present for Parts of the Meeting: Nora Hayes, ACO, Marshall White (White Engineering)

The meeting began at 3:45pm
1.  The minutes from 7.6.09 were approved as written.
2.  Nora Hayes, ACO was present to update the Board on the following:
a.  Nora stated that she would try to come more often to the Board meetings to report how things are going.
b.  Nora asked how the minutes get in the Monterey News; M. Noe clarified that the reporter is not interpreting the Board of Health minutes correctly into the Monterey News.  John Makuc asked M. Noe to have the Monterey News Editor to put a disclaimer in each month that the Monterey News is written by a reporter not a town official, for official minutes please visit the town website at www.montereyma.gov 
c.  She has received a complaint of a dog in Monterey being restrained on a tether for long periods of time unattended with no obvious shelter.  The Board suggested she ask for advice/help from the MSPCA.
d.  There was a continued problem with loose horses on Cronk Rd.  The Board felt that loose livestock issues fell under the responsibility of Animal Inspector.  The Animal Inspector job description was reviewed and this is correct.
e.  The Town Clerk has provided Nora of the unlicensed dogs in Monterey.  They will receive a reminder notice and if it’s not responded to they will be taken to court.
f.  The Board asked if there have been any calls about rabid animals; Nora stated no.
3.  Marshall White of White Engineering presented a plan for a new emergency well for 25 Sylvan Rd.  There was a shallow well there and due to some recent beaver issues the well has become contaminated (bad bacteria counts).  Measures have been taken to clear up the water but have been unsuccessful.  A property setback variance will be required.  The Conservation Commission made a site visit on Friday and issued an Emergency Certification since it is near a wetland.  The Board requested that if there is an intention to build (percs were seen on a lot next door) that the plans reflect that the well isn’t 100ft from the perc test on lot 35.  If it is determined that the proposed well isn’t 100ft from the perc test flags then the Board would want to see a different location that is 100 feet away.  The Board made a site visit following the meeting and confirmed that the distance is 106 feet.
