Board of Health Minutes 1/26/09
MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  January 26, 2009
Present:  John Makuc, Stephen Enoch, Robert Annelli and Peter Kolodziej
Also Present: CJ from Gould Farm

The meeting began at 3:40pm

1.  The floor plan for 155 Main Rd was submitted, the applicant still needs to submit an application to tie the septic system into the new building.  Perc tests have been done.  A Certificate of Occupancy will not be issued until an as built is submitted.
2.  CJ from Gould Farm came in to present the proposed plans for the Roadside Store.  Peter Kolodziej reviewed his findings made during a recent inspection.  Peter suggested that the facility needs to be brought up to code to be in full compliance.  Because of the volume of food service performed there, there needs to be more serv-safe certified people.  CJ feels that the current building has a life span of five years and really needs to be raised as there is degradation under the building to some floor joists and the sill plate is badly damaged.  CJ was asked when they were hoping to reopen and the plan is by March.  Peter suggested that CJ speak with Don Torrico the Building Inspector regarding the proposed changes to find out how the building code will dictate what items will need to be brought up to current building and ADA standards.  Peter also suggested that when they reopen they should suggest the fact that they use locally grown foods.
3.  S. Enoch informed the other Board of Health members of a recent conversation with the Police Chief.  Stephen was informed that after hearing of the ACO’s request to put a kennel on town property for unclaimed dogs, both the Select Board and the Police Chief feel it would be inappropriate due to the the amount of calls currently received and the liability issues.  The Police Chief stated that he’s never had an issue with finding a place for a dog with our current contact, at Bilmar Veterinary.  The Chief stated that a lot of times the dog waits in the cruiser or at the Town Hall (in a small collapsible kennel) until the owner can pick them up vs being dropped off at Bilmar.  John felt that since the Chief is a full time employee and in town it’s easier for him to have that option whereas the ACO works out of town and having a kennel to leave the dog at so she could go on with her other daily functions might be helpful.   It would also save the owner travel time when picking up the dog vs having to go to Gt. Barrington.  Peter suggested that instead of having your own facility continue to use the current contact and if it’s full there bring it to the Lee ACO who has a full kennel.  Stephen was also informed that the bulk of dog pickups and calls are being taken by the Police Department and not the ACO but that the ACO does follow up afterwards if need be, but the calls to pick the animal up and to find its owner are primarily being done by the Police Department.  Bob asked if the Police Department was going to take these responsibilities on without any extra money.  Stephen stated that he wasn’t asked for any additional money to be given to the Police Department.  The other concern brought to the Board’s attention was a complaint received from Marge Gulick, owner of Bilmar’s that she will no longer accept dogs brought in by the ACO after a disagreement the two had.  Marge stated she will only accept dogs from Monterey brought in by the Police Department.  John was asked to make a peer to peer call to Marge to see if there is indeed an issue and to make sure that as a town there is still a good, working relationship.  The Board felt that the ACO needs to meet with the Select Board and Police Chief regarding the decision of whether or not there would be a kennel in town or not.  The Board suggested getting the Police Chief and ACO to attend the next Board of Health meeting.
4.  The next Board of Health meeting will be on February 2nd.  The following meeting falls on President’s Day so they will hold it on February 23rd instead.
5.  A subdivision plan was submitted for property on Mt. Hunger Rd.  Peter Kolodziej is going to take the plans with him to review and make a recommendation to the Board.  The Board needs to respond to the application within 45 days.
6.  S. Enoch spoke to Gould Farm about the letter sent requesting the list of dogs on the farm to be provided to the ACO.  Apparently the list was given to the Town Clerk and she is going to make sure the dogs are licensed.  S. Enoch also spoke to the farm about their interest in hosting a rabies clinic and they were interested.
