MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  October 20, 2008
Present:  John Makuc, Robert Annelli, Stephen Enoch and Peter Kolodziej
Also Present: Robert Lazzarini (Board of Appeals member) and Brent White of White Engineering

The meeting began at 3:30pm

  • The minutes from 10/6 were approved as written.
  • Mail was reviewed.
  • Brent White and Robert Lazzarini were present to discuss the current plans submitted to the Board of Health (over 1 year ago) for the Carry property at 29 Broderick Rd which has submitted a special permit application to the Zoning Board of Appeals.  The file was reviewed and options were discussed.  Bob Lazzarini discussed the possibility of having a ZBA member reviewing plans submitted to the Board of Health that have a retaining wall in a setback area to be sure that they conform to the Town’s bylaws.  Stephen Enoch stated that without the entire ZBA board present it doesn’t leave for autonomy of each of the Boards.  There are concerns over the steepness of the slope on the field and its safety (it’s only rip rap in some areas) and ultimately the appearance of it and its fitting in with the neighborhood.  The Board also reviewed the Rosebrock property file (29 Dowd Rd) as a refresher regarding the neighborhood and surrounding septic systems.
  • The Board reviewed Town Counsel’s response regarding the fine imposed upon Kutsher’s Sports Academy for operating 2 children’s camps without the proper permits and the fact that they did not pay the fine by the deadline given.  The Board is going to set up a meeting with Town Counsel to discuss our options further.  Peter Kolodziej is going to detail all of the violations and fines associated with them to show how the Board came up with $5000 as the fine due.
  • The Board discussed the Town Accountant’s reminder about the $850 grant money they still have left to spend.
  • The next meeting will be on November 3rd at 3:30.
