MONTEREY BOARD OF HEALTH MEETING MINUTES
Date: April 7, 2008
Present: Stephen Enoch, John Makuc, Robert Annelli and Peter Kolodziej
Also Present: Matt Puntin of SK Design and Mark White, owner of KSAMass LLC.
The meeting began at 3:45pm
1. Mail was reviewed.
2. The Board met with Mark White, Owner of KSAMass, LLC (formerly Seven Stones) and Matt Puntin of SK Design and engineer for the camp. Matt presented the plan that addresses Phase II of the septic plans. The cabins near the lake are to be connected and tied into a new leach field. Matt has been in contact with DEP as per conditions set forth in their approved special permit (#08-06 issued through the Zoning Board of Appeals). The well that services the campground is a possible public water supply and a representative from DEP will be making a site visit, once Matt receives more information it will be forwarded to the Board. Matt will be meeting with the Conservation Commission regarding the proposed work next Monday. Mark White confirmed that the
total number of campers and counselors were incorrectly reported in the Berkshire Eagle article dated 3/12/08 and that the numbers on their Camp Permit Application are correct. Peter Kolodziej gave a summary of his conversations with the attorney’s regarding this property. Matt Puntin presented the Board with an updated set of plans for Phase II and the formal application for the shared system.
3. Mark White asked about the Board of Health inspection process to receive their camp permit. Peter can schedule an inspection once all the staff arrives, which will be June 24th. The Board informed Mark that the Building Inspector will have to sign off as well and the Board will have to have copies of all Certificate of Occupancy and Certificate of Inspection sign-offs before a camp permit will be issued. The owner confirmed that for now the old Zantay house will remain unoccupied. The pool and beach waters have to be tested. One camp building is in New Marlborough, the fields (2 baseball and 1 soccer) and horse barn are located in Gt. Barrington and the remaining camp buildings and beach are located in Monterey. Peter will contact the
other towns to see if they want to also attend the inspections.
4. The minutes from 3.17.08 were approved as written.
5. The Board reviewed the ZBA Special Permit Application for Doug and Julie Neu of 9 Bidwell Rd and responded as follows to the Board: The Board has no issues with their proposal providing the applicants test the well yearly for Nitrate Nitrogen, Ammonia Nitrogen and Coliform Bacteria with a copy of the results provided to the Town. In addition the Board would require a deed restriction be filed with the Registry of Deeds limiting the number of bedrooms to three as per the septic design. The Board feels that the deed restriction would confirm that it is a non-conforming lot and that the number of bedrooms would never exceed three in compliance with the variance granted.
6. M. Noe updated the Board on the recent site visit from the Red Cross concerning the Town hosting a blood drive. The Town has scheduled a blood drive for Tuesday, July 22, 200 from 1-6pm. It is suggested that we solicit sponsors to provide snacks for the post donation (maybe the store or church), pay for postage for the notification mailing and someone to hang posters.
7. The Board responded to an email received from Valerie Latona of 188 Beartown Mtn Rd regarding their proposal to build an addition.
8. The Board’s next regularly scheduled meeting falls on a Massachusetts holiday and will not be held. The Board will meet again on Monday, May 5th.
