MONTEREY BOARD OF HEALTH MEETING MINUTES
Date: November 5, 2007
Present: Stephen Enoch, John Makuc, Robert Annelli and Peter Kolodziej
The meeting began at 3:45pm
1. The minutes from 10.15.07 were approved as written.
2. Mail was reviewed.
3. Mike Parsons and Stefan Grotz came in to discuss the recent violation at the Kashkin property at 14 Woodland Way. A Title 5 inspection was performed (passing), when Peter Kolodziej reviewed the report he found some things that didn’t make sense, a site visit was made and Peter met with the owners and found no evidence that the pump chamber had been viewed (no digging was apparent and the owners confirmed that no digging was done). Septic system components as they were listed by the inspectors were not in the right places either. A second inspector was then hired and another Title 5 report was received. The first inspectors have a history of performing questionable work. Peter Kolodziej recommends that they be fined (as the installers are when there
are Title 5 violations) and come in for a hearing on the 19th of November to discuss why this happened. The board agreed and a letter is being sent to the inspectors to this effect.
4. Peter Vallianos and Frank & Jane Crotty came in to discuss their property at 16 Woodland Dr. They are applying for a special permit for an extension. The existing structure has 3 bedrooms and the proposal would keep the same number of bedrooms. A new well will be drilled and a new septic will be installed. The new septic system will be designed for 5 bedrooms (plans and application have not been submitted to date).
5. The board reviewed the ZBA special permit application for WMESCO and approved the project as submitted.
6. Peter Kolodziej performed a housing inspection at 220 Hupi Rd. The tenant was complaining of a water issue. While there Peter noticed some violations from the tenants. Peter has been in touch with the landlord and the renter with the issues that need to be resolved.
7. Peter Kolodziej is going to try to attend a conference in December being held in Rhode Island regarding nitrate contamination to bedrock aquifers.
8. Kenn Basler, owner of the Monterey General Store was unable to make today’s hearing for a cigarette sale violation due to personal obligations. The hearing has been postponed until 11/19/07.
