Date: April 23, 2007
Present: Robert Annelli, John Makuc and Stephen Enoch
The meeting began at 3:45 pm
1. Chief Backhaus asked for some clarification regarding the dog officer and how she’s being dispatched for calls. Right now the Police Department is handling all the calls that come in and when dog calls are received no one is able to reach her or she’s not able to make it due to an appointment at her day job. Chief Backhaus stated that if it’s a noise complaint after 10pm or before 6am the Police Department would handle it but otherwise she should be handling all the animal calls.
2. Another complaint came in regarding the abandoned cars on the Scherer property. The owner can not be found and a wrecker company won’t remove the cars without a valid title. Chief Backhaus will check to see if there is a time limit on the title issue considering the cars are from the 60’s and the property has been abandoned for so long.
3. The board reviewed the latest set of plans for the Kamenstein property at 18 Woodland Drive. The board informed the owners and Marshall White of White Engineering that they will need to apply for a building permit for the retaining wall. The board approved the project as designed.
4. New plans were submitted for the Jaffe barn on Hupi Rd. The owners are now considering a shared FAST system with the house they own down the road as that system will need to be replaced.
5. The Monterey General Store has not paid the fine owed for the 2nd cigarette sale violation which was due on 4/7/07. The owner has not requested a hearing to talk with the board about the fine. A compliant will be filed with the Southern Berkshire District Court.
6. J. Makuc informed the board that Nora Hayes, ACO contacted him about some communications issues; she is scheduled to come speak with the board at the next meeting. The board suggested having the Chief and the ACO meet again to iron out the problems that have arisen.
7. The applications from Camp Half Moon were reviewed. P. Kolodziej informed Gretchen Mann that a new public water supply would need to be put in if they were to operate more than 60 days a year. The Building Commissioner needs to sign off on the buildings first before any permits can be issued.
8. The minutes from 4.2.07 were approved as written.
9. Complaints received from tenants at Blue Heron landing of no water and power after the flooding was investigated by Peter Kolodziej and the Building Commissioner. While there some illegal construction was observed and Peter Kolodziej noticed that the current public water supply may not be adequate enough for the number of tenants/apartments there. The board and the building department will both be performing more inspections.
