The meeting began at 3:40pm
· Cindy Croche of the Berkshire VNA came to the meeting at the board’s request to discuss the scope of services they currently provide. The board asked for ideas on how to get more people into the BP Clinics. The board asked about the possibility of holding less frequent BP Clinics but instead hosting them at Monterey events such as the “I Love Monterey Day”, Lakefest, etc. Peter Kolodziej suggested the VNA send out a questionnaire/community assessment asking what the townspeople are looking for and what kind of events they would attend. The board suggested changing the BP Clinics to a General Health Screening that might
attract a larger number of people and a wider age group.
· Nancy Kalodner, owner of Heron Pond, and Maynard Forbes, Monterey Director of Operations came in at the board’s request to discuss the potential water level problems due to the beavers. Ray Tryon was also present. Peter Kolodziej stated that a complaint was received by a neighbor that the dam might breach and cause damage. Both Peter and Maynard have looked at it and it’s not posing a problem right now. The board and Director of Operations would suggest putting in a water leveling device if Ms. Kalodner were to decided to be proactive and do something with the pond to prevent a problem from occurring. Maynard gave the history
of the culverts that have been replaced recently in the area to control any potential flood issues. Ms. Kalodner has had 2 beaver trappers come and look at the property and both recommended that she leave it alone. The board encouraged Ms. Kalodner to continue trapping if she is currently doing that to contain the beaver population. If there becomes a Public Health/Safety issue the board would get involved but at this time they just wanted to take the opportunity to let Ms. Kalodner know her options.
· Bob from White Engineering came in to discuss 2 properties in Monterey Town Hall
o Kamenstein property on Woodland Drive: White Engineering has been in discussions with DEP as a variance is now required when you want to put a leach field on an abutting property. The board stated that they would need a new proposal showing 2 bedrooms and the existing footprint and a deed restriction.
o Bodian property on Bidwell Rd: the owners would like to put on a structural addition that wouldn’t contain any bedrooms. It’s an existing non-conforming lot that would need to go before the Zoning Board of Appeals. White Engineering wanted to make sure that this would be considered an upgrade and not new construction prior to going forward with any other departments. The owner is voluntarily upgrading the system even though there aren’t going to be any additional bedrooms. A footprint would be required as well as a deed restriction.
· The board discussed the complaint received about a possible public nuisance from an outdoor wood stove at the Ziegler property off Main Rd. An inspection was performed by Peter Kolodziej, Health Agent and no public nuisance was found. A letter will be sent to the owner.
· Blue Hill Farm well permit application was reviewed and placed on hold until more information is given to the board on surrounding wells on the property.
