MONTEREY BOARD OF HEALTH MEETING MINUTES
Date: January 22, 2007
Present: John Makuc, Robert Annelli, Peter Kolodziej, and Stephen Enoch
The meeting began at 3:40pm
· Paula Schutzmann of the Lee VNA came to the meeting at the board’s request to discuss the scope of services they provide including but not limited to immunizations, new birth follow up visits, bp clinics, home follow up visits for the uninsured, etc. Peter Kolodziej suggested doing a questionnaire and a basic need assessment to determine whether or not the clinics needs to be monthly or if the town has different needs.
· The ACO, Nora Hayes, reported the following to the board:
o What the requirements were for her town report submittal.
o ACO budget request and what the Board of Health wants her to do in the upcoming year to better determine the money needed.
o Process of rabies and tags and how the town wants to handle dogs without licenses. There is a rabies clinic set up for March through the Town Clerk’s office.
· Kirson ZBA application was reviewed and a letter was written to the Board of Appeals stating that they are unable to approve this application without first obtaining a more detailed drawing of the floor plan to determine the number of bedrooms.
· The minutes from 1/8/07 were approved as written.
· The board decided to issue a letter to Mt. Everett Sanitation for the 2nd violation of State Environmental Code Title 5, 310 CMR 15.024(1)(4)(6)(7) for installing/constructing a septic system at the above named location without first obtaining a disposal system construction permit and failing to follow local procedures and regulations. Mt. Everett Sanitation will have the right to appeal the fine.
· The board continued to discuss the violation at 29 Griswold Rd under State Environmental Code Title 5, 310 CMR 15.024(1)(4)(6)(7) for installing/constructing a septic system at the above named location without first obtaining a disposal system construction permit and failing to follow local procedures and regulations. A letter will be sent to the homeowner with a fine in the amount of $200 and the designer Kelly Granger and Parsons will be cc’d.
· The board discussed the proposal received from Sandra Chianfoni and Laura Catullo of 34 Art School Rd to open a B&B/Inn. Peter Kolodziej will perform a joint inspection with the Building Commissioner, Don Torrico to determine the total number of rooms that could be a bedroom. Peter and/or Don will contact the property owners to arrange a time for a walk through.
· A complaint was received about an odor coming from an outside wood furnace and debris around the property of David Zigler located on Pixley Rd. Peter Kolodziej will contact the property owner to investigate if there are any health issues present.
